Scope of Work
Training Execution: Deliver offline (in-person at R-CAT/approved centers) and online/hybrid courses across global certification tracks, academic credit courses, workshops, and FDPs.
- ISC2 Certification Tracks: Target programs include Certified in Cybersecurity (CC), SSCP, CISSP, and CCSP.
- Candidate Management: Maintain batch sizes up to a maximum of 25 candidates, enforce a minimum candidate attendance threshold of 75%, and provide mock tests prior to final testing.
- Assisted Exam Delivery: Facilitate global certification exams, provide Learning Management System (LMS) access, collect quantitative candidate feedback (scale 1–5), and submit periodic reporting to R-CAT.
Eligibility Criteria
- Legal Status: Sole Proprietorship, Company (Indian Companies Act 1956/2013), Partnership Firm, or LLP.
- Tax Registration: Valid GSTIN registration in state of business and Permanent Account Number (PAN).
- OEM Authorization: Valid OEM declaration/authorization letter if bidding directly or through an authorized partner.
- Non-Blacklisting: Self-declaration confirming no bankruptcy, criminal conviction, conflict of interest, or debarment by any central/state government entity.
Selection Method & Financial Terms
- Selection Method: Least Cost Based Selection (LCBS / L1) based on the composite cost of BoQ items.
- Security Deposit for Rate Contract: Rs. 2,000,000/- (Rs. 40,000/- for Rajasthan MSMEs & Sick Industries) within 2 weeks of LoI issuance.
- Performance Bank Guarantee (PBG): 5% of each specific Work Order value (1% for Rajasthan MSMEs, 2% for Sick Industries).
- Service Fee Deduction: R-CAT deducts a 15% administrative/infrastructure charge from payable amounts.
Submission Guidelines & Important Deadlines
- Bidding Portal: All bids must be digitally signed (DSC Type III) and submitted online via eProcurement Rajasthan.
- Physical Instrument Submission: Scanned copies of Tender Fee, RISL Fee, and EMD DDs must be uploaded online, and physical instruments must reach the R-CAT office before the bid submission closing time.
- Bid Validity: 90 days from the last date of bid submission.
