Compliance and Risk Points for Prospective Bidders

1. Do not rely only on the ₹50 lakh turnover threshold

The general GeM criterion is ₹50 lakh, but the buyer-specific QCBS matrix requires ₹2 crore average turnover. The technical score for this parameter has a cutoff of 9 out of 15 marks.

2. Assam-specific experience is important

The QCBS evaluation specifically awards marks for experience with Development Councils or Autonomous Councils of Assam and for qualifying skill-development work orders from the Assam State Government.

3. Technical score of 70 marks is mandatory

The tender states that the minimum qualifying technical score is 70 marks. The technical evaluation therefore remains critical even though financial evaluation carries a 70% QCBS weightage.
