Scope of Work

The empanelled PIAs will be responsible for implementing placement-linked skill development training programmes under DDU-GKY 2.0 in Odisha. The training programmes must be aligned with NSQF / NQR job roles only.

Key scope includes:

  1. Mobilisation and training of eligible rural youth under DDU-GKY 2.0.
  2. Implementation of training programmes as per DDU-GKY 2.0 Operational Guidelines, SOPs and ORMAS instructions.
  3. Providing placement-linked skill development training with a focus on employment outcomes.
  4. Ensuring at least 70% placements in sectors or job roles having high employment potential.
  5. Maintaining training quality, documentation, compliance, and reporting as required by ORMAS and MoRD.
  6. Supporting training delivery, boarding, lodging and other applicable programme components as per DDU-GKY norms.
  7. Operating training centres as per applicable infrastructure and quality standards.
  8. Participating in proposal appraisal, due diligence, and Project Approval Committee review.

Pre-Qualification Criteria

Applicants should be agencies registered with the Ministry of Rural Development (MoRD), Government of India, and must possess a valid Permanent Registration Number (PRN).

Eligible applicants may apply under the applicable category allocated by MoRD, including:

Priority will be given based on the applicant category and the placement opportunity provided within the State of Odisha.

For empanelment as a Captive Employer under Category “A”, the applicant must meet the following criteria:

The final decision on target allocation will rest with the PAC.

Ineligibility Criteria

Applicants may be considered non-eligible if they fall under any of the following conditions:

  1. Existing PIAs having sanctioned DDU-GKY projects with recovery proceedings pending.
  2. Existing PIAs unable to place 50% of trained candidates under DDU-GKY.
  3. Agencies with key managerial personnel previously associated with defaulting PIAs.
  4. Sister concerns or subsidiaries of organisations against whom recovery action has been initiated.
  5. Agencies having directors involved in earlier defaulting DDU-GKY agencies.
  6. Agencies blacklisted by the Government.
  7. Consortium applicants are not allowed.

Submission Guidelines

Proposals must be submitted online through the DDU-GKY portal at kaushal.rural.gov.in.

Applicants must:

  1. Submit proposals as per the prescribed annexures and online format.
  2. Upload scanned copies of all required documents, certificates and supporting evidence.
  3. Ensure all uploaded statements, certificates and documents are correct and authentic.
  4. Follow the instructions available on the DDU-GKY online portal.
  5. Submit the proposal before the deadline of 10 July 2026, 11:59 PM.
  6. Pay the applicable proposal processing fee and upload transaction details while submitting the proposal.
  7. Regularly check ORMAS and DDU-GKY websites for notices, amendments, corrigendum and clarifications.

Proposals submitted through fax, email or offline mode will not be considered.

Evaluation Process

The online proposals will be evaluated by the Proposal Appraisal Agency (PAA), namely NABARD Consultancy Services (NABCONS), for Initial Screening and Qualitative Appraisal as per MoRD notification.

After evaluation, recommended proposals will be placed before the Project Approval Committee (PAC) for the final decision. ORMAS reserves the right to accept, reject, modify, or cancel the empanelment process without assigning any reason.
