Scope of Work
The selected / empanelled PIAs will be responsible for implementing skill development and placement-linked training under DDU-GKY 2.0 Phase II in Puducherry. The broad scope includes:
- Mobilisation and sourcing of eligible rural youth, especially from SHG members and rural blocks.
- Conducting skill training as per DDU-GKY 2.0 guidelines and approved Qualification Packs / job roles.
- Establishing or operating training centres, preferably in rural areas of Puducherry and Karaikal.
- Ensuring availability of qualified trainers with valid SSC ToT certification.
- Delivering domain and non-domain training as per prescribed hours.
- Placement of trained candidates as per DDU-GKY outcome requirements.
- Compliance with DDU-GKY Guidelines, SOPs, MoRD notifications and PSRLM directions.
- Submission of required reports, documents and supporting evidence through the official IT platform.

Eligibility Criteria
Eligible applicants may include:
- Entities registered under the Indian Trusts Act, State Society Registration Act, State Cooperative Societies Act, Multi-State Cooperative Acts, Companies Act 2013 or LLP Act 2008.
- SHG federations such as Cluster Level Federations and Block Level Federations.
- Government or semi-government organisations at State or National level.
- NGOs registered on the NITI Aayog Darpan portal.
- Entities more than three years old at the time of application, except DPIIT-registered start-ups.
Categories of PIAs under DDU-GKY
The EOI recognises the following PIA categories:
- Captive Employer.
- Existing PIAs with more than 50% placement experience under DDU-GKY.
- Skilling agencies without DDU-GKY experience.
- Start-ups for skilling recognised by DPIIT, Ministry of Commerce & Industry, Government of India.
Non-Eligibility / Disqualification Conditions
The following entities are not eligible to apply:
- Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing anywhere in India.
- Existing PIAs unable to place at least 50% of trained candidates under DDU-GKY as of 31 March 2026.
- Agencies with key managerial personnel earlier associated with defaulting PIAs.
- Sister concerns or subsidiaries of organisations where fund recovery action has been initiated.
- Agencies whose directors were involved in earlier DDU-GKY defaulting agencies.
- Agencies blacklisted by the Government.
- Consortiums are not allowed.
Technical and Training Requirements
The applicant PIAs must comply with DDU-GKY 2.0 Guidelines, SOPs and notifications issued by MoRD and PSRLM. Key training requirements include:
- Training course duration should be a minimum of 3 months with 576 hours of training.
- Out of 576 hours, 416 hours should be domain training and 160 hours should be non-domain training.
- Courses with a maximum duration of 6 months will be considered.
- Trainers must have the required qualification, experience, knowledge and skills as defined by SIDH / Sector Skill Councils.
- Trainers should possess valid SSC ToT certification at the time of training centre inspection and due diligence validation.
- Clubbing of two or more Qualification Packs is not allowed to avoid duplication of NOS.

Tender Fee, Appraisal Fee and Payment Details
The applicant must pay a non-refundable initial screening fee of ₹25,000 + 18% GST in favour of NABARD Consultancy Services Pvt. Ltd.
Agencies clearing the initial screening will be required to deposit the Qualitative Appraisal Fee of ₹1,47,500 including 18% GST.
