Scope of Work
The selected Project Implementation Agencies will be responsible for implementing DDU-GKY 2.0 skill training projects in Tamil Nadu. The broad scope includes mobilisation of eligible rural youth, training delivery, trainer deployment, course implementation, infrastructure readiness, candidate placement, documentation, compliance with DDU-GKY 2.0 guidelines, and reporting through the prescribed IT platform.
The project will cover skill training for rural poor youth across Tamil Nadu, with candidate sourcing from all four regions of the state: North, South, West and Central Tamil Nadu. At least 10% of candidates must be mobilised from each region. Preference may be given to agencies willing to start training centres in rural areas of Tamil Nadu.

Pre-Qualification Criteria
Eligible applicants may include the following types of entities:
- Organisations registered under the Indian Trusts Act, State Trust Act, State Societies Registration Act, State Cooperative Societies Act, Multi-State Cooperative Societies Act, Companies Act 2013, or Limited Liability Partnerships Act 2008.
- SHG Federations such as Cluster Level Federations or Block Level Federations.
- Government or semi-government organisations at State or National level.
- NGOs registered with NITI Aayog’s Darpan Portal.
- Entities that are more than three years old at the time of application, except DPIIT-recognised start-ups.
Categories of Eligible PIAs
The EOI recognises the following categories of PIAs under DDU-GKY:
- Captive Employer
- Existing PIAs having experience of more than 50% placement under DDU-GKY
- Skilling agencies without prior DDU-GKY experience
- Start-ups for skilling recognised by DPIIT, Ministry of Commerce & Industry, Government of India
Ineligible Applicants
The following applicants are not eligible:
- Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing anywhere in India.
- Existing PIAs unable to place 50% of trained candidates under DDU-GKY as of 31.03.2026.
- Agencies connected with earlier defaulting PIAs through key managerial personnel.
- Sister concerns or subsidiaries of organisations against whom recovery action has been initiated.
- Agencies whose directors are involved in organisations that defaulted earlier under DDU-GKY.
- Agencies blacklisted by the Government.
- Consortiums, as consortium participation is not allowed.
Financial Criteria
The EOI document mentions the applicable initial screening fee and qualitative appraisal fee, but it does not specify minimum turnover, net worth, EMD, or estimated project cost requirements.
Applicants must pay:
- Initial Screening Fee: ₹25,000 + 18% GST
- Qualitative Appraisal Fee: ₹1,25,000 + 18% GST, after clearance of initial screening and as intimated by the authority

Training and Placement Requirements
The DDU-GKY 2.0 programme requires strong placement outcomes. The core placement requirement is a minimum of 70% placement, including:
- Wage Employment: minimum 50%
- Self-Employment: maximum 20%
Candidates should preferably be placed in the same sector and job role in which training was provided. Placement in other roles may be considered if the salary offered is at least 20% higher than the trained job role.

Applicants are required to submit their proposals through the MoRD online portal at kaushal.rural.gov.in. Along with online submission, applicants must submit hard copies of the proposal and supporting documents to the TNCDW head office.
