Scope of Work

The selected agencies will be responsible for implementing skill training projects under DDU-GKY 2.0 in Punjab. The scope includes:

1. Skilling of rural poor youth under the DDU-GKY 2.0 scheme.
2. Submission of project proposal through the MoRD IT platform.
3. Undertaking project appraisal as per DDU-GKY 2.0 Guidelines and SOP.
4. Conducting classroom training within the State of Punjab.
5. Following all guidelines, SOPs and instructions issued by Punjab Skill Development Mission and Ministry of Rural Development.
6. Implementing allotted targets, districts and trades as decided by PSDM.

Pre-Qualification Criteria

Agencies interested in applying should meet the following broad pre-qualification conditions:

1. The applicant agency must have PRN allotted by MoRD.
2. The proposal must be submitted through the MoRD online portal: kaushal.rural.gov.in.
3. The applicant must comply with DDU-GKY 2.0 Guidelines and Standard Operating Procedures.
4. Agencies will be empanelled under Priority A, B, C and D as per DDU-GKY 2.0 Guidelines and SOP.
5. Agencies with negative feedback or poor performance from any competent authority may be rejected or terminated at any stage of the empanelment process.

 Eligibility Criteria

Eligible agencies should:

1. Be interested in implementing DDU-GKY 2.0 project activities in Punjab.
2. Hold valid PRN issued by MoRD.
3. Bear the required expenses for project appraisal.
4. Submit complete online application and project proposal.
5. Follow DDU-GKY 2.0 Guidelines, SOP and all orders issued by PSDM and MoRD.
6. Conduct all classroom training activities within Punjab.

Financial Criteria

The EOI document does not specify separate financial eligibility parameters such as minimum annual turnover or net worth. Such criteria, if applicable, will be governed by DDU-GKY 2.0 Guidelines and SOP.

However, agencies must pay the prescribed appraisal-related fees:

1. Initial Screening Fee: ₹25,000, non-refundable.
2. Qualitative Appraisal Fee: ₹1,25,000 plus GST, payable only by eligible agencies after intimation.

Submission Guidelines

Agencies must submit their project proposal online through the MoRD IT platform. The applicant should carefully read the DDU-GKY 2.0 Guidelines and SOP before filling the application form.

Submission process:

1. Visit the MoRD portal: kaushal.rural.gov.in
2. Fill the online application form.
3. Submit the project proposal under DDU-GKY 2.0.
4. Deposit the initial screening fee of ₹25,000 in favour of PSDM.
5. Eligible agencies will later be informed to deposit ₹1,25,000 plus GST for qualitative appraisal.
6. The appraisal process will be conducted through the MoRD IT platform only.
