Scope of Work
The selected agencies will be responsible for implementing DDU-GKY 2.0 projects in Himachal Pradesh. The broad scope includes:
- Mobilisation of eligible rural poor youth from districts of Himachal Pradesh.
- Conducting residential skill training courses only.
- Delivering training aligned with approved job roles, qualification packs, DDU-GKY 2.0 Guidelines and SOPs.
- Ensuring minimum training duration of three months with at least 576 hours, including 396 hours of domain training and 180 hours of non-domain training.
- Providing placement-linked training with strong market relevance.
- Achieving minimum placement outcomes as per DDU-GKY 2.0 requirements.
- Ensuring placement verification, retention, documentation, and compliance.
- Supporting wage employment, self-employment, gig employment, and credit-linked livelihood opportunities as permitted under the scheme.
Priority will be given to projects offering strong market-linked placement opportunities and trades/job roles aligned with current, emerging, and future industry requirements.

Eligibility Criteria
Eligible applicants must satisfy the following conditions:
- The entity should be registered under applicable legal provisions such as the Indian Trusts Act, Societies Registration Act, Cooperative Societies Act, Companies Act, Limited Liability Partnership Act, or other permitted legal structures.
- Self-Help Groups or their federations, including Cluster Level Federation / Block Level Federation, may apply as permitted under DDU-GKY 2.0 Guidelines.
- Government and semi-government organisations at State or National level are eligible.
- NGOs must be registered on NITI Aayog’s Darpan Portal.
- The applicant entity must be more than three years old as on the date of application, except start-ups recognised by the competent authority.
- The applicant should possess a valid PRN under DDU-GKY 2.0, wherever applicable.

Ineligibility Conditions
The following applicants may be treated as ineligible:
- Existing PIAs with pending or initiated recovery proceedings under DDU-GKY.
- PIAs that failed to place at least 50% of trained candidates under DDU-GKY.
- PIAs that abandoned projects or whose projects were foreclosed due to poor performance.
- Agencies with unresolved legal disputes with HPSRLM / MoRD related to DDU-GKY or similar projects.
- Agencies associated with earlier defaulting PIAs through key managerial personnel, directors, partners, trustees, office bearers, or related parties.
- Sister concerns, subsidiaries, holding companies, associate entities, or related entities of defaulting organisations.
- Agencies blacklisted, debarred, or suspended by Central Government, State Government, PSU, statutory authority, or government agency.
- Consortiums or joint applications are not permitted.
- Subletting, assignment, transfer, or outsourcing of project, training obligation, or placement obligation is prohibited except where expressly permitted under DDU-GKY 2.0 Guidelines / SOPs.

Placement and Training Conditions
Selected PIAs must follow DDU-GKY 2.0 Guidelines, SOPs, MoRD notifications, HPSRLM instructions, and sanction conditions. Key conditions include:
