Scope of Work
The empanelled PIAs will be responsible for implementing DDU-GKY 2.0 placement-linked skill development training programmes in Odisha. The scope includes:
- Implementing training programmes in NSQF/NQR-aligned job roles only.
- Providing skill development training to eligible rural youth under DDU-GKY 2.0.
- Ensuring placement-linked training with a focus on employment outcomes.
- Following DDU-GKY 2.0 Operational Guidelines, SOPs and instructions issued by the Ministry of Rural Development from time to time.
- Meeting prescribed training, placement, infrastructure, documentation and reporting standards.
- Supporting employment opportunities in sectors and job roles having strong placement potential in Odisha.
- Maintaining required training centres, infrastructure, documentation and compliance standards.
The objective of the EOI is to select capable and qualified agencies for implementation of training programmes with minimum 70% placement in sectors and job roles having high employment potential for unemployed rural youth across Odisha.
Pre-Qualification / Eligibility Criteria
Eligible applicants must be agencies registered with the Ministry of Rural Development (MoRD), Government of India, and must possess a valid Permanent Registration Number (PRN).

Captive Employer Eligibility Criteria
For applicants applying under Captive Employment Category “A”, the industry must meet the following conditions:
- Minimum existence of 3 years.
- Valid EPFO / ESIC / Factory Registration Number.
- Valid TIN / TAN / GST Number.
- Valid bank account linked with Aadhaar / PAN.
- Minimum turnover of ₹25 crore.
- Positive net worth in at least two of the last three financial years.
- Minimum training experience of 2 years.
- Existing training centre as per National Skill Qualification Framework standards, including specified infrastructure.
- Employment provided to 500 or more persons in own or subsidiary agencies / companies during the last three years.
- Manpower supplying companies are not eligible.

Submission Guidelines
Applicants must submit proposals through the DDU-GKY online portal / Kaushal portal as per the prescribed format. Offline, fax or email submissions will not be considered.
Key submission instructions include:
- Submit proposals online within the prescribed timeline.
- Upload all relevant certificates, documents and supporting evidence.
- Ensure all submitted documents are complete, valid and authentic.
- Follow the format specified in the DDU-GKY online proposal system.
- Applicants must sign all statements, documents and certificates uploaded by them.
- Proposals without processing fee may be rejected.
- ORMAS may conduct pre-PAC due diligence to assess readiness of training centres.

Evaluation Process
The online proposals will be evaluated by the Proposal Appraisal Agency, NABARD Consultancy Services (NABCONS), for Initial Screening and Qualitative Appraisal as per MoRD guidelines and notifications.
The proposals recommended by the Proposal Appraisal Agency will be placed before the Project Approval Committee (PAC) for final decision. The decision of the PAC will be final.

Ineligibility Conditions
Applicants may be treated as non-eligible in the following cases:
- Existing PIAs having DDU-GKY projects sanctioned and recovery proceedings ongoing.
- PIAs unable to place 50% of trained candidates under DDU-GKY.
- Agencies having key managerial personnel previously associated with defaulting PIAs.
- Sister concerns or subsidiaries of organizations against whom default action or recovery has been initiated.
- Agencies with directors involved in earlier defaulting agencies.
- Agencies blacklisted by the Government.
- Consortium applications are not allowed.
