Scope of Work

The scope of work includes implementation of placement-linked skill development training for rural poor youth in Nagaland under DDU-GKY 2.0. Eligible PIAs are required to submit proposals for short-duration training courses linked with placement outcomes.

PIAs may submit proposals only in the following approved sectors:

1. Aerospace & Aviation
2. Automotive
3. Agriculture
4. Construction
5. Electronics
6. Food Processing
7. Green Jobs
8. Healthcare
9. IT & ITES

The EOI states that proposals in sectors other than the above will generally not be considered unless treated as exceptional.

Pre-Qualification Criteria

Eligible agencies should meet the following basic pre-qualification requirements:

Eligibility Criteria

The EOI is open to PIAs that:

1. Have obtained a valid/new Permanent Registration Number (PRN) from MoRD.
2. Are eligible to implement DDU-GKY 2.0 projects as per MoRD guidelines.
3. Can implement placement-linked skill training projects for rural poor youth.
4. Can offer training in the approved sectors mentioned in the notice.
5. Can comply with online application, screening, and selection procedures.
6. Have relevant capacity, placement linkages, and preferably training infrastructure in Nagaland.

Financial Criteria

The notice does not specify minimum annual turnover, net worth, or other financial eligibility criteria. Applicants should refer to the DDU-GKY 2.0 guidelines and MoRD portal requirements before applying.

Submission Guidelines

Interested and eligible PIAs must submit their proposals online through the MoRD portal. The application process is completely online, and there is no requirement to send hard copies of documents.

Important submission instructions:

1. Applications must be submitted on or before 10 July 2026.
2. Applications received after the deadline will not be entertained.
3. Incomplete proposals may be summarily rejected.
4. Applicants must carefully read the DDU-GKY 2.0 guidelines and procedures before applying.
5. Screening and selection will be conducted as per MoRD norms and guidelines.
6. The initial screening fee must be paid through RTGS as per the bank details mentioned in the notice.
7. Applicable agencies will later be intimated to deposit the qualitative appraisal fee.

14. Documents related to experience in skill development projects
