Scope of Work
Selected PIAs will be responsible for implementing DDU-GKY 2.0 training and placement activities in Telangana as per DDU-GKY guidelines, SOPs and directions issued by EGMM Telangana.
The scope includes:
- Mobilisation of Candidates
PIAs must mobilise eligible rural youth at their own cost. Mobilisation should include counselling, job-role awareness, information on employment opportunities, pay expectations, risks, entitlements and career prospects.
- Candidate Registration
Mobilised candidates must be registered on the prescribed portals such as tgegmm.cgg.gov.in and kaushal.rural.gov.in, linked with Aadhaar identity.
- Training Centre Readiness
Training shall be residential only. PIAs must ensure dedicated training centres with separate residential facilities for boys and girls, required infrastructure, classrooms, equipment and compliance with DDU-GKY 2.0 SOP.
- Deployment of Trainers
Trainers must have required qualifications, experience, knowledge and skills as defined on SIDH portal / Sector Skill Council requirements. Trainers must have valid SSC certification as applicable.
- Training Implementation
Training must be implemented as per NSQF / NQR-aligned curriculum, model curriculum and NCVET norms. Biometric attendance, CCTV/IP camera monitoring, videography, photography and proper records are required.
- On-the-Job Training / Apprenticeship
PIAs must provide on-the-job training to candidates as per the relevant job role / qualification pack.
- Assessment and Certification
Candidates must undergo assessment and certification through Sector Skill Councils, NCVET or other authorised agencies as decided by EGMM Telangana.
- Placement of Candidates
At least 70% of trained candidates must be placed. Wage employment, self-employment and gig employment are considered, subject to the placement norms. For captive employment, at least 70% of trained candidates must be absorbed by the applicant PIA in its own organisation or subsidiary organisation.
- Post-Placement Tracking
PIAs must maintain records of placed candidates for at least 6 months after placement and update salary details, employer feedback and placement status on the prescribed portal.
Pre-Qualification Criteria
Eligible applicants should be capable of implementing placement-linked training under DDU-GKY 2.0 and must comply with the scheme guidelines.
Key pre-qualification points include:
- Applicant should be an eligible Project Implementing Agency with valid registration / PRN as applicable under MoRD / DDU-GKY portal requirements.
- Applicant must submit the online proposal along with all required supporting documents.
- Applicant must comply with DDU-GKY 2.0 Guidelines and Proposal Appraisal Notification No. 20/2017 of MoRD, Government of India.
- Applicant must have capability to train and place candidates as per skill gap analysis in the proposed sectors and job roles.
- Training centres must comply with infrastructure, residential and monitoring requirements.
- Proposals without prescribed processing / appraisal fee will be rejected.
- Consortium applications are not allowed.

Ineligibility Conditions
Applicants may be declared non-eligible in the following cases:
- Existing PIAs with DDU-GKY projects sanctioned where recovery proceedings are ongoing.
- Existing PIAs that were unable to place 50% of trained candidates under DDU-GKY.
- Agencies having key managerial personnel associated with defaulting PIAs.
- Sister concern / subsidiary of any organisation against which recovery action has been initiated.
- Agencies having directors involved in earlier defaulting DDU-GKY agencies.
- Agencies blacklisted by the Government.
- Consortium-based applications.
Financial Criteria and Payment Terms
The EOI does not specify a minimum average annual turnover or net worth requirement in the visible document. However, applicants must comply with DDU-GKY 2.0 norms, online portal requirements and any appraisal conditions prescribed by MoRD / EGMM Telangana.

Target Allocation
EGMM Telangana has indicated district-wise training targets under DDU-GKY 2.0. The total target mentioned in the document is 36,333 candidates across districts of Telangana. Submission Guidelines
Applicants must submit proposals online through the prescribed portal. The following points should be noted:
- Proposals must be submitted as per prescribed annexures and online format.
- All relevant certificates, documents and eligibility proofs must be uploaded online.
- Applicants must sign all uploaded statements, documents and certificates, accepting responsibility for correctness and authenticity.
- Proposal submitted by fax, email or any offline mode will not be considered.
- Proposals without the prescribed processing fee / appraisal fee will be rejected.
- Once submitted, applicants may not have the right to modify or rectify documents.
- EGMM Telangana may issue amendments, clarifications or corrigenda on the official portals.
- Applicants must regularly check the official websites for updates.
