Scope of Work

The empanelled PIAs will be responsible for implementing DDU-GKY 2.0 placement-linked skill development training programmes in Odisha. The training programmes must be aligned with NSQF / NQR job roles and must follow DDU-GKY 2.0 Operational Guidelines, Standard Operating Procedures and instructions issued by the Ministry of Rural Development from time to time.

The broad scope includes:

  1. Implementation of placement-linked skill development training programmes for rural poor youth in Odisha.
  2. Training in job roles and sectors with high employment potential.
  3. Ensuring placement outcomes, with the EOI indicating a minimum 70% placement requirement.
  4. Mobilisation, training, assessment, certification and placement support as per DDU-GKY 2.0 norms.
  5. Compliance with training quality, infrastructure, documentation, monitoring and reporting requirements.
  6. Implementation of projects within stipulated timelines and as per ORMAS / MoRD standards.
  7. For Captive Employers, employment generation through own or subsidiary agencies / companies as per applicable norms.

Objective of the EOI

The objective of this EOI is to select and empanel capable and qualified Project Implementing Agencies for DDU-GKY 2.0 projects in Odisha. ORMAS is inviting proposals from eligible organisations and agencies registered with the Ministry of Rural Development and having a valid Permanent Registration Number (PRN).

The empanelment is intended to support skill development, wage employment and sustainable livelihood opportunities for unemployed rural youth across Odisha.

Pre-Qualification Criteria

Applicants should meet the applicable eligibility requirements under DDU-GKY 2.0 guidelines and ORMAS requirements. Key pre-qualification conditions include:

  1. Applicant agency should be registered with the Ministry of Rural Development and should have a valid PRN.
  2. Proposal must be submitted through the DDU-GKY online portal.
  3. Applicant must submit all required annexures, certificates and supporting documents.
  4. Agency should comply with DDU-GKY 2.0 Operational Guidelines, SOPs and relevant notifications.
  5. Proposals without applicable processing fee will be rejected.
  6. False, fabricated or misleading documents may lead to rejection, blacklisting and legal action.
  7. Consortium participation is not allowed.
  8. Fax or email submissions will not be accepted.

Eligibility Criteria

The EOI allows applications under different categories of PIAs, including:

1. Captive Employer Category

Captive Employer applicants should meet the following requirements:

  1. Minimum 3 years of existence.
  2. Valid EPFO / ESIC / Factory registration number.
  3. Valid TIN / TAN / GST number.
  4. Valid bank account linked with Aadhaar / PAN.
  5. Minimum turnover of ₹25 crore.
  6. Positive net worth in at least two of the last three financial years.
  7. Minimum 2 years of training experience.
  8. Existing training centre as per National Skill Qualification Framework infrastructure norms.
  9. Employment provided to 500 or more persons in own or subsidiary agencies / companies during the last three years.
  10. Manpower supplying companies are not eligible under Captive Employment category.

2. Existing DDU-GKY Skilling Agencies

Existing DDU-GKY agencies may apply if they have experience and have achieved more than 50% placement outcome.

3. Skilling Agencies Without DDU-GKY Experience

Skilling agencies that do not have prior DDU-GKY experience may also apply under the applicable category.

4. Start-ups for Skilling

Start-ups recognised by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Government of India, may apply under the relevant category.

Ineligibility Criteria

The following agencies may be declared non-eligible:

  1. Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing.
  2. PIAs unable to place 50% of trained candidates under DDU-GKY.
  3. Agencies whose key managerial personnel were associated with defaulting PIAs.
  4. Sister concerns or subsidiaries of organisations against which default recovery action has been initiated.
  5. Agencies whose directors were involved with earlier defaulting DDU-GKY agencies.
  6. Agencies blacklisted by the Government.
  7. Consortium-based applications.

Financial Criteria

The EOI provides specific financial requirements for Captive Employer applicants:

  1. Minimum turnover: ₹25 crore.
  2. Positive net worth in at least two of the last three financial years.
  3. Processing fee: ₹29,500 including GST for Initial Screening.
  4. Qualitative Appraisal Fee: ₹1,47,500 including GST after clearing Initial Screening.
  5. Qualitative Appraisal Fee is waived for proposals under the DDU-GKY 2.0 Captive Employment model.

Submission Guidelines

Applicants must submit their proposals online through the DDU-GKY / Kaushal portal. The proposal should be submitted with all required annexures, scanned certificates, eligibility documents and supporting evidence.

Key submission instructions:

  1. Proposals must be submitted online only.
  2. Applicants must upload all relevant documents on the portal.
  3. Applicants must sign and take responsibility for the correctness and authenticity of uploaded documents.
  4. Fax and email submissions will not be considered.
  5. Proposals submitted without processing fee will be rejected.

Evaluation Process

The online proposals will be evaluated by the Proposal Appraisal Agency, NABARD Consultancy Services (NABCONS), for Initial Screening and Qualitative Appraisal. Proposals recommended after appraisal will be placed before the Project Approval Committee (PAC) for final decision.

The decision of the PAC will be final regarding project approval, empanelment and target allocation.
