Scope of Work

The scope of the EOI includes implementation of residential skill development training under DDU-GKY 2.0 in Haryana. The selected / eligible PIAs will be expected to undertake training, mobilization, placement, and related project activities as per MoRD and HSRLM guidelines.

Key scope points include:

1. Skill training of 3,000 candidates in Haryana.
2. Training to be conducted only under residential courses.
3. Training must follow DDU-GKY 2.0 norms, SOP 2.0, Cost Norm Notification, and applicable MoRD / HSRLM instructions.
4. Course duration must be between minimum 576 hours and maximum 2,304 hours.
5. Preference will be given to proposals under the Captive Employment model.
6. The project should focus on placement-linked outcomes and wage employment.

Pre-Qualification Criteria

The applicant agency should meet the following pre-qualification requirements:

Eligibility Criteria

Eligible applicants must:

1. Be a Project Implementing Agency (PIA) with valid PRN from MoRD.
2. Fall under Category-A as per applicable DDU-GKY norms.
3. Submit proposals for residential training only.
4. Propose courses with a duration between 576 hours and 2,304 hours.
5. Follow the latest Cost Norm Notification (CNN) while preparing the proposal.
6. Follow Captive Employer Notification No. 18/2020 dated 06 October 2020.
7. Ensure compliance with DDU-GKY 2.0 guidelines, SOP 2.0, and official updates issued by MoRD and HSRLM.

Preference Criteria

HSRLM has indicated that preference may be given to applicants who:

1. Apply under the Captive Employment model.
2. Offer wages higher than the minimum applicable wages in Haryana.
3. Commit to more than 70% placement targets.
4. Include at least 5% beneficiaries from PwD category out of the total training target.
5. Mobilize candidates from the aspirational district of Nuh.

Financial Criteria

The uploaded EOI notice does not mention a specific minimum turnover, net worth, or estimated project cost. However, applicants must prepare financials in accordance with the latest Cost Norm Notification and applicable DDU-GKY 2.0 financial guidelines.

Submission Guidelines

Applicants must submit their proposals online through the MoRD ERP portal on or before 15 July 2026, 5:00 PM.

Important submission points:

1. Proposal must be submitted online only.
2. Late applications will not be considered.
3. Incomplete proposals will be summarily rejected.
4. Applicants must read DDU-GKY 2.0 guidelines, SOP 2.0, CNN, Captive Employer Notification, and MoRD / HSRLM updates before applying.
5. HSRLM reserves the right to accept or reject any or all proposals without assigning any reason.

1. Valid PRN certificate issued by MoRD.
2. Category-A PIA eligibility proof.
3. Organization registration / incorporation documents.
4. PAN card of the organization.
5. GST registration certificate, if applicable.
6. DDU-GKY 2.0 proposal application form.
7. Captive Employer-related documents, if applying under captive employment model.

9. Residential training infrastructure details.
10. Placement plan and wage commitment details.
11. Mobilization plan, including focus on aspirational district Nuh, if applicable.

14. Proof of payment of application fee of ₹25,000 + GST.
15. Undertakings / declarations required under DDU-GKY 2.0 guidelines.
