Pre-Qualification Criteria
Scope of Work
The selected Project Implementation Agencies will be responsible for implementing DDU-GKY 2.0 projects in Tamil Nadu, including candidate mobilisation, training, assessment support, placement, and post-placement compliance as per DDU-GKY 2.0 guidelines and SOPs.
The work broadly includes:
- Mobilisation of eligible rural poor youth from Tamil Nadu.
- Training candidates in approved Qualification Packs and sector-specific job roles.
- Ensuring a minimum training duration of 576 hours as per DDU-GKY 2.0 norms.
- Providing qualified trainers with valid domain experience and SSC ToT certification.
- Ensuring placement of trained candidates as per prescribed placement norms.
- Maintaining compliance with DDU-GKY 2.0 guidelines, SOPs, notifications and orders.
- Setting up or operating training centres with required infrastructure, CCTV monitoring and equipment.
- Completing training and appointment-related placement activities within the project timeline.
The core placement outcome prescribed is minimum 70% placement, including minimum 50% wage employment and maximum 20% self-employment.

Eligibility Criteria
The applicant entity must fall under one of the eligible categories prescribed in the EOI. Eligible entities include:
- Organisations registered under the Indian Trusts Act, State Societies Registration Act, State Cooperative Societies Act, Multi-State Cooperative Societies Act, Companies Act 2013, or Limited Liability Partnerships Act 2008.
- SHG federations, including Cluster Level Federations and Block Level Federations.
- Government or semi-government organisations at State or National level.
- NGOs registered with the NITI Aayog Darpan Portal.
- Organisations more than three years old at the time of application, except DPIIT-recognised start-ups.
PIA Categories under DDU-GKY
The EOI identifies four categories of PIAs:
- Captive Employer
- Existing PIAs having experience of more than 50% placement under DDU-GKY.
- Skilling agencies without any DDU-GKY experience.
- Start-ups for skilling recognised by DPIIT, Ministry of Commerce & Industry, Government of India.
Non-Eligibility Conditions
The following applicants are not eligible to apply:
- Existing PIAs having sanctioned DDU-GKY projects where recovery proceedings are ongoing anywhere in India.
- Existing PIAs unable to place 50% of trained candidates under DDU-GKY as of 31.03.2026.
- Skilling agencies with key managerial personnel earlier associated with defaulting PIAs.
- Sister concern or subsidiary of any organisation against which default action for recovery has been initiated.
- Agencies whose directors were involved in organisations that defaulted earlier under DDU-GKY.
- Agencies blacklisted by the Government.
- Consortiums.
Financial Criteria

Placement Requirements
The programme requires placement-linked training outcomes as per DDU-GKY 2.0 norms. Key placement requirements include:
- Minimum 70% placement of trained candidates.
- Minimum 50% wage employment.
- Self-employment may be counted up to 20%.
- Candidates should preferably be placed in the same sector and job role in which they were trained.
- For placement in other job roles, the salary should be at least 20% higher than the role for which training was provided.
- Minimum remuneration within India:
- ₹10,000 per month for 3-month courses, or applicable semi-skilled minimum wage, whichever is higher.
- ₹15,000 per month for 6-month courses, or applicable semi-skilled minimum wage, whichever is higher.
- Minimum remuneration outside India: ₹25,000 per month per candidate.
Candidate Mobilisation Requirement
Candidates must be sourced from all four regions of Tamil Nadu: North, South, West and Central Tamil Nadu. At least 10% of candidates should be mobilised from each region.

Submission Guidelines
Applicants are required to submit proposals online through the MoRD Kaushal portal at kaushal.rural.gov.in. In addition, hard copies of the proposal and supporting documents must be submitted to TNCDW headquarters.
The EOI states that proposals submitted by fax or email will not be considered. Applicants must submit all required documents as specified in the EOI and DDU-GKY online proposal format.
