Scope of Work

The selected / empanelled Project Implementation Agencies will be responsible for implementing skill training and placement activities under DDU-GKY 2.0 in Tamil Nadu. The programme focuses on skilling rural poor youth and enabling wage employment, self-employment and captive employment opportunities.

The broad scope includes:

  1. Mobilisation and sourcing of eligible candidates from Tamil Nadu.
  2. Skill training as per DDU-GKY 2.0 guidelines and approved Qualification Packs.
  3. Training delivery through qualified trainers with valid SSC ToT certification.
  4. Compliance with DDU-GKY 2.0 Guidelines, SOPs, MoRD notifications and TNCDW instructions.
  5. Installation of IP-enabled CCTV cameras for centralised monitoring of training centres.
  6. Placement of trained candidates as per DDU-GKY 2.0 placement norms.
  7. Completion of training and appointment for placement on or before 31 December 2027.
  8. Placement / GIG employment / self-employment commencement on or before 31 March 2028.

Candidate Sourcing Requirements

The EOI requires candidate sourcing from all four regions of Tamil Nadu:

  1. North Tamil Nadu
  2. South Tamil Nadu
  3. West Tamil Nadu
  4. Central Tamil Nadu

At least 10% of candidates should be mobilised from each region.

Eligibility Criteria

Eligible entities may include:

  1. Entities registered under the Indian Trusts Act, State Trust Registration Act, State Cooperative Societies Act, Multi-State Cooperative Societies Act, Companies Act 2013 or LLP Act 2008.
  2. SHG federations, including Cluster Level Federations and Block Level Federations.
  3. Government or semi-government organisations at state or national level.
  4. NGOs registered with NITI Aayog’s Darpan Portal.
  5. Entities more than three years old at the time of application, except DPIIT-registered start-ups.

Categories of PIAs under DDU-GKY

The EOI mentions four categories of Project Implementation Agencies:

  1. Captive Employer
  2. Existing PIAs having experience of more than 50% placement under DDU-GKY
  3. Skilling agencies without prior DDU-GKY experience
  4. Start-ups for skilling recognised by DPIIT, Ministry of Commerce & Industry, Government of India

Non-Eligibility Conditions

The following agencies will not be eligible:

  1. Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing anywhere in India.
  2. Existing PIAs unable to place 50% of trained candidates under DDU-GKY as of 31.03.2026.
  3. Agencies having key managerial personnel previously associated with defaulting PIAs against whom recovery proceedings were initiated.
  4. Sister concerns or subsidiaries of organisations against whom recovery action has been initiated.
  5. Agencies whose directors were involved in agencies that earlier defaulted under DDU-GKY.
  6. Agencies blacklisted by the Government.
  7. Consortiums.

Placement Requirements

The core outcome of the DDU-GKY 2.0 programme is placement. The EOI specifies:

  1. Minimum overall placement: 70%
  2. Wage employment: Minimum 50%
  3. Self-employment: Maximum 20%
  4. For 3-month courses, minimum monthly remuneration within India should be ₹10,000 or applicable minimum wage, whichever is higher.
  5. For 6-month courses, minimum monthly remuneration within India should be ₹15,000 or applicable minimum wage, whichever is higher.
  6. Minimum remuneration outside India should be ₹25,000 per candidate per month.
