Scope of Work
The selected / empanelled Project Implementation Agencies will be responsible for implementing skill training and placement activities under DDU-GKY 2.0 in Tamil Nadu. The programme focuses on skilling rural poor youth and enabling wage employment, self-employment and captive employment opportunities.
The broad scope includes:
- Mobilisation and sourcing of eligible candidates from Tamil Nadu.
- Skill training as per DDU-GKY 2.0 guidelines and approved Qualification Packs.
- Training delivery through qualified trainers with valid SSC ToT certification.
- Compliance with DDU-GKY 2.0 Guidelines, SOPs, MoRD notifications and TNCDW instructions.
- Installation of IP-enabled CCTV cameras for centralised monitoring of training centres.
- Placement of trained candidates as per DDU-GKY 2.0 placement norms.
- Completion of training and appointment for placement on or before 31 December 2027.
- Placement / GIG employment / self-employment commencement on or before 31 March 2028.

Candidate Sourcing Requirements
The EOI requires candidate sourcing from all four regions of Tamil Nadu:
- North Tamil Nadu
- South Tamil Nadu
- West Tamil Nadu
- Central Tamil Nadu
At least 10% of candidates should be mobilised from each region.
Eligibility Criteria
Eligible entities may include:
- Entities registered under the Indian Trusts Act, State Trust Registration Act, State Cooperative Societies Act, Multi-State Cooperative Societies Act, Companies Act 2013 or LLP Act 2008.
- SHG federations, including Cluster Level Federations and Block Level Federations.
- Government or semi-government organisations at state or national level.
- NGOs registered with NITI Aayog’s Darpan Portal.
- Entities more than three years old at the time of application, except DPIIT-registered start-ups.
Categories of PIAs under DDU-GKY
The EOI mentions four categories of Project Implementation Agencies:
- Captive Employer
- Existing PIAs having experience of more than 50% placement under DDU-GKY
- Skilling agencies without prior DDU-GKY experience
- Start-ups for skilling recognised by DPIIT, Ministry of Commerce & Industry, Government of India
Non-Eligibility Conditions
The following agencies will not be eligible:
- Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing anywhere in India.
- Existing PIAs unable to place 50% of trained candidates under DDU-GKY as of 31.03.2026.
- Agencies having key managerial personnel previously associated with defaulting PIAs against whom recovery proceedings were initiated.
- Sister concerns or subsidiaries of organisations against whom recovery action has been initiated.
- Agencies whose directors were involved in agencies that earlier defaulted under DDU-GKY.
- Agencies blacklisted by the Government.
- Consortiums.
Placement Requirements
The core outcome of the DDU-GKY 2.0 programme is placement. The EOI specifies:
- Minimum overall placement: 70%
- Wage employment: Minimum 50%
- Self-employment: Maximum 20%
- For 3-month courses, minimum monthly remuneration within India should be ₹10,000 or applicable minimum wage, whichever is higher.
- For 6-month courses, minimum monthly remuneration within India should be ₹15,000 or applicable minimum wage, whichever is higher.
- Minimum remuneration outside India should be ₹25,000 per candidate per month.
