Scope of Work
The empanelled PIAs will be responsible for implementing DDU-GKY 2.0 skill training projects in Telangana as per the guidelines of the Ministry of Rural Development, Government of India, and instructions issued by EGMM Telangana.
The scope includes:
- Mobilisation of Candidates
PIAs will mobilise eligible rural youth from Telangana. Preference should be given to poor rural unemployed youth, SC/ST communities, women and differently abled candidates, subject to eligibility.
- Candidate Registration & Counselling
Mobilised candidates must be registered on the prescribed portals and linked with Aadhaar identity. PIAs are expected to provide counselling regarding job roles, nature of work, salary, growth prospects, risks and employment opportunities.
- Residential Training Centre Readiness
Training must be residential. PIAs must provide dedicated training centres, separate residential facilities for boys and girls, required infrastructure, equipment, classrooms, labs, internet, CCTV/IP camera monitoring and other facilities as per DDU-GKY 2.0 SOP.
- Deployment of Certified Trainers
Trainers must have the required qualification, experience, sector knowledge and valid Sector Skill Council certification wherever applicable. PIA staff deployed for implementation must also comply with SOP requirements.
- Training Implementation
Training should be delivered only in NSQF/NQR-aligned job roles. Course content must be based on model curriculum prescribed by NSQF/NQR or NCVET.
- OJT / Apprenticeship
PIAs must ensure On-the-Job Training or apprenticeship as applicable for the relevant job role or qualification pack.
- Assessment & Certification
Candidates must undergo internal assessments, followed by final assessment and certification through Sector Skill Councils or other authorised agencies as decided by EGMM Telangana.
- Placement of Candidates
At least 70% of trained candidates must be placed. Wage employment, self-employment and gig employment may be considered within the prescribed caps. Placement should preferably be in the same sector and job role in which the candidate was trained.
- Post-Placement Tracking
PIAs must maintain records of placed candidates for at least six months after training completion and update salary, employer feedback, career plan and other required details on the prescribed portals.

Eligibility Criteria
Applicants must be eligible Project Implementing Agencies and should meet the conditions prescribed under DDU-GKY 2.0 guidelines. Key eligibility points include:
- Applicant agencies must register with the Ministry of Rural Development through kaushal.rural.gov.in and obtain a Permanent Registration Number (PRN).
- Applicants must submit proposals online with all supporting documents.
- Agencies must be capable of implementing placement-linked skill training in NSQF/NQR-aligned job roles.
- Agencies must have or arrange compliant residential training centres.
- Training centre infrastructure may be owned or hired, but must meet the prescribed DDU-GKY 2.0 SOP.
- Agencies should be able to ensure training, certification, placement and post-placement tracking.
- No consortium is allowed.
Ineligibility Conditions
Applicants may be treated as non-eligible in cases including:
- Existing PIAs with DDU-GKY projects sanctioned and recovery proceedings ongoing.
- PIAs unable to place 50% of trained candidates under DDU-GKY.
- Agencies with officials or directors associated with defaulting PIAs.
- Sister concern or subsidiary of an organisation against whom recovery proceedings have been initiated.
- Agencies blacklisted by the Government.
- Consortium-based applications.
