Scope of Work

The selected Project Implementing Agencies will be responsible for implementing DDU-GKY 2.0 projects under the Captive Employment category in Manipur. The broad scope includes:

Training and skilling of rural poor youth in approved job roles and sectors as per DDU-GKY 2.0 guidelines, SOPs, MoRD notifications, and MSRLM instructions.

Mobilisation, counselling, training delivery, assessment, certification, placement and post-placement support of candidates.

Implementation of projects through eligible training centres with infrastructure aligned to the applicable national framework and industry-specific norms.

Providing captive placement or placement through affiliate companies to at least 70% of trained candidates for a minimum period of 6 months after completion of training.

Ensuring minimum remuneration for placed candidates as prescribed in the EOI.

Pre-Qualification Criteria

Eligible applicants should meet the following pre-qualification requirements:

The applicant must be a Project Implementing Agency with a valid PRN allotted by MoRD.

The entity must have been in existence for at least 3 years.

The applicant must have valid EPFO / ESIC / Factory registration number, as applicable.

The applicant must have valid TIN / TAN / GST number.

The applicant must have a valid bank account linked with Aadhaar / PAN.

The applicant must have minimum turnover of ₹25 crore per year for the last three financial years.

The applicant must have positive net worth in at least two of the last three financial years.

The applicant must have training experience of at least 2 years.

The applicant must have an existing training centre as per the norms of the National Framework and industry-specific infrastructure requirements.

The applicant must have provided employment to 500 or more persons in its own or subsidiary agencies / companies during the last three years from the date of application.

Manpower supplying companies are not eligible.

No consortium is allowed.

Eligibility Criteria

Applicants must comply with DDU-GKY 2.0 Guidelines, SOPs, notifications and orders issued by MoRD, Government of India and MSRLM from time to time.

Projects must also comply with the sub-category training targets mentioned in the EOI:

Priority in target allotment may be given to agencies opting for courses approved by NSQC and NCVET with at least one year validity in sectors such as Aerospace & Aviation, Tourism & Hospitality, Beauty & Wellness, IT-ITES, Retail, Apparel, Sports, Management & Entrepreneurship, Electronics & Hardware, Food Processing and Automotive.

Existing PIAs having DDU-GKY projects sanctioned where recovery proceedings are ongoing.

Existing PIAs that were unable to place 50% of trained candidates under DDU-GKY.

Skilling agencies having key managerial personnel who were earlier associated with defaulting PIAs against whom recovery proceedings were initiated.

Sister concerns or subsidiaries of organisations against whom default action for recovery of funds has been initiated.

Agencies whose directors were involved in earlier defaulting agencies under DDU-GKY.

Government-blacklisted skilling agencies.

Consortium applicants.

Manpower supplying companies.

Eligible PIAs must submit their application online through the portal https://kaushal.rural.gov.in in the prescribed format.

Applicants must pay the non-refundable application fee of ₹29,500 through NEFT / RTGS in favour of Manipur State Rural Livelihoods Mission (MSRLM).
