Scope of Work

The selected/empanelled PIAs will be expected to implement skill training and placement-linked activities under the DDU-GKY 2.0 Phase II Programme in Puducherry. The scope includes:

1. Mobilisation and training of rural poor youth.
2. Implementation of DDU-GKY 2.0 compliant training programmes.
3. Running eligible skill courses listed on the DDU-GKY / Kaushal Bharat platform.
4. Ensuring qualified trainers with valid SSC ToT certification.
5. Providing placement support after training completion.
6. Achieving the required placement outcomes as per DDU-GKY 2.0 guidelines.
7. Sourcing candidates from SHG members and rural youth from identified rural blocks.
8. Establishing or operating training centres, preferably in rural areas of Puducherry and Karaikal.

The document mentions that training completion should be done on or before 31 December 2026, and completion of appointment for placement should be done on or before 31 March 2027.

Pre-Qualification Criteria

Interested agencies must satisfy the following pre-qualification requirements:

1. The applicant must have a PRN allotted by MoRD.
2. The applicant should apply through the official MoRD portal: Kaushal.rural.gov.in.
3. The applicant must carefully follow DDU-GKY 2.0 guidelines, SOPs, notifications and orders issued by MoRD and PSRLM.
4. The applicant must pay the prescribed initial screening fee.
5. Agencies clearing initial screening will be required to pay the qualitative appraisal fee.
6. The proposal must be submitted in the format prescribed on the DDU-GKY online proposal system.
7. Proposals submitted by fax or email will not be considered.
8. Consortium applications are not allowed.

Eligibility Criteria

Eligible entities may include:

1. Organisations registered under:
   • Indian Trusts Act,
   • State Society Registration Act,
   • State Cooperative Societies Act,
   • Multi-State Cooperative Acts,
   • Companies Act, 2013,
   • Limited Liability Partnerships Act, 2008.
2. SHG federations, including:
   • Cluster Level Federations,
   • Block Level Federations.
3. Government or semi-government organisations at state or national level.
4. NGOs registered with NITI Aayog Darpan Portal.
5. Organisations that are more than three years old at the time of application. This condition does not apply to DPIIT-registered start-ups.

Categories of PIAs under DDU-GKY

The EOI mentions four categories of PIAs:

Ineligible Agencies

The following applicants are not eligible:

1. Existing PIAs with recovery proceedings under DDU-GKY anywhere in India.
2. Existing PIAs unable to place 50% of trained candidates under DDU-GKY as of 31 March 2026.
3. Agencies whose key managerial personnel were associated with defaulting PIAs.
4. Sister concerns or subsidiaries of organisations against whom recovery action has been initiated.
5. Agencies with directors involved in earlier DDU-GKY defaults.
6. Agencies blacklisted by the Government.
7. Consortiums.

Financial Criteria

The document does not specify minimum turnover or net worth requirements. However, the applicant agency must bear the cost of initial screening and qualitative appraisal.

Placement Requirements

The core outcome under DDU-GKY is placement-linked training. The document specifies:

1. Minimum overall placement requirement: 70%.
2. Wage employment: minimum 50%.
3. Self-employment: maximum 20%.
4. For 3-month courses, minimum remuneration within India should be ₹10,000 per month or applicable semi-skilled minimum wages, whichever is higher.
5. For 6-month courses, minimum remuneration within India should be ₹15,000 per month or applicable semi-skilled minimum wages, whichever is higher.
6. For overseas placement, minimum remuneration should be ₹25,000 per month per candidate.
