Scope of Work
The selected/empanelled PIAs will be expected to implement skill training and placement-linked activities under the DDU-GKY 2.0 Phase II Programme in Puducherry. The scope includes:
- Mobilisation and training of rural poor youth.
- Implementation of DDU-GKY 2.0 compliant training programmes.
- Running eligible skill courses listed on the DDU-GKY / Kaushal Bharat platform.
- Ensuring qualified trainers with valid SSC ToT certification.
- Providing placement support after training completion.
- Achieving the required placement outcomes as per DDU-GKY 2.0 guidelines.
- Sourcing candidates from SHG members and rural youth from identified rural blocks.
- Establishing or operating training centres, preferably in rural areas of Puducherry and Karaikal.

Pre-Qualification Criteria
Interested agencies must satisfy the following pre-qualification requirements:
- The applicant must have a PRN allotted by MoRD.
- The applicant should apply through the official MoRD portal: Kaushal.rural.gov.in.
- The applicant must carefully follow DDU-GKY 2.0 guidelines, SOPs, notifications and orders issued by MoRD and PSRLM.
- The applicant must pay the prescribed initial screening fee.
- Agencies clearing initial screening will be required to pay the qualitative appraisal fee.
- The proposal must be submitted in the format prescribed on the DDU-GKY online proposal system.
- Proposals submitted by fax or email will not be considered.
- Consortium applications are not allowed.
Eligibility Criteria
Eligible entities may include:
- Organisations registered under:
- Indian Trusts Act,
- State Society Registration Act,
- State Cooperative Societies Act,
- Multi-State Cooperative Acts,
- Companies Act, 2013,
- Limited Liability Partnerships Act, 2008.
- SHG federations, including:
- Cluster Level Federations,
- Block Level Federations.
- Government or semi-government organisations at state or national level.
- NGOs registered with NITI Aayog Darpan Portal.
- Organisations that are more than three years old at the time of application. This condition does not apply to DPIIT-registered start-ups.

- Sister concerns or subsidiaries of organisations against whom recovery action has been initiated.
- Agencies with directors involved in earlier DDU-GKY defaults.
- Agencies blacklisted by the Government.
- Consortiums.

Placement Requirements
