Scope of Work

The selected/empanelled PIAs will be expected to implement skill training and placement-linked activities under the DDU-GKY 2.0 Phase II Programme in Puducherry. The scope includes:

  1. Mobilisation and training of rural poor youth.
  2. Implementation of DDU-GKY 2.0 compliant training programmes.
  3. Running eligible skill courses listed on the DDU-GKY / Kaushal Bharat platform.

Pre-Qualification Criteria

Interested agencies must satisfy the following pre-qualification requirements:

  1. The applicant must have a PRN allotted by MoRD.
  2. The applicant should apply through the official MoRD portal: Kaushal.rural.gov.in.
  3. The applicant must carefully follow DDU-GKY 2.0 guidelines, SOPs, notifications and orders issued by MoRD and PSRLM.
  4. The applicant must pay the prescribed initial screening fee.
  5. Agencies clearing initial screening will be required to pay the qualitative appraisal fee.
  6. The proposal must be submitted in the format prescribed on the DDU-GKY online proposal system.
  7. Proposals submitted by fax or email will not be considered.
  8. Consortium applications are not allowed.

Eligibility Criteria

Eligible entities may include:

  1. Organisations registered under:
    • Indian Trusts Act,
    • State Society Registration Act,
    • State Cooperative Societies Act,
    • Multi-State Cooperative Acts,
    • Companies Act, 2013,
    • Limited Liability Partnerships Act, 2008.
  2. SHG federations, including:
    • Cluster Level Federations,
    • Block Level Federations.
  3. Government or semi-government organisations at state or national level.
  4. NGOs registered with NITI Aayog Darpan Portal.
  5. Organisations that are more than three years old at the time of application. This condition does not apply to DPIIT-registered start-ups.

Categories of PIAs under DDU-GKY

  4. Sister concerns or subsidiaries of organisations against whom recovery action has been initiated.
  5. Agencies with directors involved in earlier DDU-GKY defaults.
  6. Agencies blacklisted by the Government.
  7. Consortiums.
