Pre-Qualification Criteria

Eligible applicants must have a valid PRN allotted by MoRD and must apply through the official Kaushal Rural portal. Applicants should carefully follow DDU-GKY 2.0 guidelines, SOPs, and relevant notifications issued by MoRD and PSRLM.

The applicant entity should fall under one of the recognised categories, including registered trusts, societies, cooperative societies, companies, LLPs, SHG federations, government/semi-government organisations, NGOs registered with NITI Aayog Darpan Portal, or eligible DPIIT-recognised start-ups.

Eligibility Criteria

An entity must be:

1. Registered under the Indian Trusts Act, State Society Registration Act, Cooperative Societies Act, Companies Act 2013, or Limited Liability Partnerships Act 2008.
2. An SHG federation such as Cluster Level Federation or Block Level Federation.
3. A government or semi-government organisation at State or National level.
4. An NGO registered with NITI Aayog Darpan Portal.
5. More than three years old at the time of application, except DPIIT-recognised start-ups.

The EOI recognises four categories of PIAs:

1. Captive Employer
2. Existing PIAs having more than 50% placement experience under DDU-GKY
3. Skilling agencies without DDU-GKY experience
4. Start-ups for skilling recognised by DPIIT, Government of India

Non-Eligibility Conditions

The following applicants are not eligible:

1. Existing PIAs with ongoing recovery proceedings under DDU-GKY anywhere in India.
2. Existing PIAs unable to place 50% of trained candidates under DDU-GKY as on 31 March 2026.
3. Agencies having key managerial personnel earlier associated with defaulting PIAs.
4. Sister concerns or subsidiaries of organisations facing recovery action.
5. Agencies with directors involved in earlier defaulting DDU-GKY agencies.
6. Government-blacklisted agencies.
7. Consortiums.

Financial Criteria

The EOI document does not specify minimum average annual turnover or net worth requirements. However, applicants must pay the prescribed non-refundable initial screening fee and, after clearing initial screening, the qualitative appraisal fee.

Tender Fee and EMD Details

The applicant PIA is required to pay a non-refundable fee of ₹25,000 + 18% GST for initial screening in favour of NABARD Consultancy Services Pvt. Ltd. Agencies clearing the initial screening will be required to deposit the qualitative appraisal fee of ₹1,47,500 including 18% GST. No separate EMD requirement is mentioned in the document.

Submission Guidelines

Applicants must submit the proposal online through the official portal on or before 05 July 2026, 11:59 PM. In addition, hard copies of the proposal along with complete supporting documents must be submitted to PSRLM on or before 05 July 2026, 05:30 PM.

Proposals submitted by fax or email will not be considered. Applications submitted within the EOI period only will be taken up for further process.

Training and Placement Requirements

Training under DDU-GKY 2.0 should follow the approved course duration norms. The programme allows a minimum course duration of 3 months with 576 training hours, including 416 domain hours and 160 non-domain hours. Only courses with a maximum duration of 6 months will be considered.

The core outcome is placement of at least 70% candidates, including minimum 50% wage employment and maximum 20% self-employment. The minimum remuneration is ₹10,000 per month for 3-month courses, ₹15,000 per month for 6-month courses, and ₹25,000 per month for overseas placements.

12. Fee payment proof for initial screening.
13. Undertaking regarding non-blacklisting and no recovery proceedings.
14. Declaration that consortium participation is not proposed.
15. Any additional documents required by PSRLM, MoRD, or the Kaushal Rural portal.
