Scope of Work
The EOI is for implementation of DDU-GKY 2.0 projects in Assam under the Captive Employer category. Eligible organisations are required to submit project proposals for skill development training, employment-linked skilling, and placement/self-employment/gig-employment support for rural youth.
The project proposals should align with Assam’s identified priority sectors based on the Skill Gap Study and emerging employment opportunities. At least 90% of proposed trades/job roles must be aligned with the identified priority sectors, while up to 10% flexibility is allowed for additional trades based on local demand and employment potential.

Eligibility Criteria
To submit a project proposal, the applicant must meet the following eligibility conditions:
- The applicant must be a Captive Employer with a valid Permanent Registration Number (PRN) issued by the Ministry of Rural Development.
- The entity must have been in existence for the past three years.
- The applicant must have a valid EPFO / ESIC / Factory Registration Number.
- The applicant must have valid TIN / TAN / GST Number, as applicable.
- The applicant must have a valid bank account linked with Aadhaar / PAN.
- The applicant must have a minimum turnover of ₹25 crore.
- The applicant must have positive net worth in at least two of the last three financial years.
- The applicant must have training experience for a minimum period of two years.
- The applicant must have an existing training centre as per NSQF norms and industry-specified infrastructure.
- The applicant must have provided employment to 500 or more persons in own or subsidiary agencies/companies during the last three years from the date of application.
- Manpower supplying companies are not eligible to apply.

Evaluation and Approval Process
Project proposals will be evaluated and approved by the State Project Approval Committee (PAC). The evaluation will consider:

- District coverage within Assam
- Number of candidates proposed for training
The total targets will be assigned to identified and shortlisted Captive Employers by the State Project Approval Committee on or before 31 August 2026.
