Scope of Work

The selected agency will be responsible for conducting the GNM admission examination process for Rajmata Vijayaraje Scindia Nursing School, Swami Dayanand Hospital. The scope includes online scheduling, admit card generation, content creation as per Delhi Nursing Council syllabus, manual frisking of candidates, registration on the examination day with photograph and thumb impression capture, computer-based examination delivery, CCTV surveillance of the examination hall and candidates, and final score and merit list generation on both combined and category-wise basis.

The agency will also be responsible for maintaining privacy and transparency during the examination process, submitting examination papers and answer sheets with final score or merit list, and supporting examination-related matters including complaints, RTI-related issues and legal matters as per tender conditions. The examination centre must be located in Delhi, and the admission process must be completed within the stipulated timeline mentioned in the tender/prospectus.

Pre-Qualification Criteria

Bidders should be eligible and approved contractors/firms and must not be blacklisted or debarred at the time of tender participation. The tender requires submission of GST registration, PAN, firm registration certificate, income tax returns for the last three years, and a non-blacklisting certificate. The bidder must also attach previous work orders showing five years’ experience in conducting entrance examinations for government organizations or institutions.

Bidders must also ensure that any pending dues related to Swami Dayanand Hospital tender purchase cost are cleared before participation; otherwise, they may be debarred from tender participation.

Eligibility Criteria

Eligible bidders should meet the following basic requirements:

Financial Criteria, Tender Fee and EMD

The tender notice specifies a tender amount of ₹3,00,000, EMD of ₹30,000, and tender cost of ₹590, including ₹500 tender fee plus 18% GST. The scope document also states that rates should be quoted up to 500 candidates without GST, and if more than 500 candidates apply, the rate quoted per candidate will be considered on a pro-rata basis with GST as applicable.

The tender fee and EMD must be submitted offline before the last date and time of bid submission. The Demand Draft should be made in favour of Commissioner MCD and submitted at the Admin Block reception counter. In case of breach of terms and conditions, the EMD may be forfeited and the contract may be terminated immediately.

Submission Guidelines

Bidders must submit the tender through the official e-procurement portal as per the online tendering timetable. The required documents must be scanned and uploaded online in PDF format during the bid submission period. However, the tender fee and EMD must be submitted offline through DD before the last date and time of bid submission.

The department reserves the right to accept or reject any application without assigning any reason. Payments will be released subject to the availability of funds, and all circulars and guidelines issued by the department from time to time will be applicable.
