Scope of Work

The selected Anchor Industry Partner (AIP) will be responsible for planning, implementation, coordination, and operational management of the Indore ITI Cluster through the SPV. The AIP is expected to bring strategic leadership, industry knowledge, co-investment, and a minimum five-year commitment to transform the ITIs into industry-aligned training centres.

The scope includes preparation of a Five-Year Strategic Investment Plan (SIP), infrastructure upgradation of classrooms, laboratories, workshops, hostels and IT networks, procurement and maintenance of industry-grade tools and equipment, curriculum redesign in line with NSQF and industry requirements, introduction of new-age trades, faculty capacity building, operational management, placement support, apprenticeship linkages, quality monitoring, KPI reporting, and long-term sustainability planning.

The project also includes strengthening industry linkages, organizing job fairs and industry visits, establishing apprenticeship cells and career counselling systems, introducing innovation such as incubators, entrepreneurial cells, online labs or virtual reality training, and developing revenue models for sustainability beyond the project period.

Pre-Qualification and Eligibility Criteria

Eligible bidders may include credible companies, manufacturers with established operations in India, PSUs, industry associations or consortia, industry-led foundations, CSR/philanthropy arms of corporates, and academic institutions promoted or operated by industry. Each bidder must be a legally registered entity under applicable Indian laws.

The bidder must have valid PAN and applicable GST registration. The bidder or its parent/promoting organization must have a minimum of 10 years of operational experience. The bidder must not be blacklisted or debarred by any Government department, PSU, or multilateral agency and must not have any conflict of interest.

Consortium participation is allowed with a maximum of five members. The Lead Member will submit the proposal on behalf of the consortium and will represent and bind all consortium members during the bidding and post-selection process. Consortium Agreement and Joint Bidding Agreement are required where applicable.

Financial Criteria

The bidder must have an average annual turnover of not less than ₹500 Crore during the last three completed financial years ending 31 March 2025. For consortium bids, the Lead Member must meet at least 50% of the turnover requirement, each other member must meet at least 10%, and the consortium collectively must meet 100% of the requirement.

The bidder must also have a positive net worth for FY 2022-23, FY 2023-24, and FY 2024-25. In the case of industry-led foundations or academic institutions promoted by industry, the credentials of the parent/promoter company may be considered subject to required financial support undertakings.

The bidder must have at least 250 fixed-term employees on its direct payroll as on the bid due date, supported by a UDIN-verified CA certificate.

Tender Fee, EMD and Security

The RFP specifies an EMD of ₹61 Lakhs. The EMD may be submitted through Demand Draft, Bank Guarantee, or FDR in favour of the Director, Directorate of Skill Development, Madhya Pradesh. Bidders must upload scanned proof of DD/FDR/BG/online payment along with the technical proposal and ensure hardcopy delivery to the Authority before the bid submission end date.

The uploaded RFP does not clearly mention any tender fee. Bidders should verify the tender fee, if any, on the MP Tender Portal before submission. The Performance Security for the successful bidder is 5% of the financial share of industry.

Submission Guidelines

Bidders must submit separate Technical Proposal and Financial Proposal online through the MP State Tender Portal. All documents must be digitally signed by the authorised signatory. The technical proposal must not contain financial information, and any proposal containing material financial data in the technical envelope may be treated as non-responsive.

The financial bid must clearly state the percentage share committed by the bidder against the investment plan budget, meaning the amount proposed to be funded by the bidder as part of the overall SIP outlay.
