RSLDC RFP 2026: Selection of Project Management Unit for Technical Manpower Services in Rajasthan

Rajasthan Skill and Livelihoods Development Corporation (RSLDC) has issued a Request for Proposal for the selection of a Project Management Unit (PMU) to provide technical manpower services at the RSLDC headquarters level. The selected agency will support RSLDC in IT/MIS management, counselling, placement support, office administration, finance, procurement, creative services, and other operational functions.

The assignment is for an initial period of 18 months. The estimated project value is ₹6 crore, excluding GST. The selection will be done through the QCBS method with 80% weightage for technical score and 20% weightage for financial score.

Scope of Work

The selected PMU agency will deploy dedicated full-time manpower to support RSLDC’s operational and technical functions. The services will help RSLDC manage its skill development, training, placement and administrative initiatives at the headquarters level.

The scope includes deployment of 123 resources across multiple levels and functions, including:

1. Project HR and Project Consultants
2. Placement Analyst and Assessment Analyst
3. MIS Analyst and MIS Assistants
4. Senior IT Executive and Systems & Network Administrator
5. Finance Executives and Accounts support staff
6. Graphic Designer / Photographer / Creative Visualizer
7. Personal Assistants, Admin Assistants and Office Associates
8. Procurement / Store Assistants and Record Keepers
9. Tele Caller, Dispatcher and Computer Operators
10. Caretaker, Assistant Caretaker, Electrician, Plumber and Office Boys

The agency must ensure that deployed resources meet the qualifications and experience requirements prescribed in the RFP. Additional manpower may be required as per future requirements communicated by RSLDC.

Pre-Qualification and Eligibility Criteria

Legal Entity Requirement

The bidder must be a legal business entity in India, such as a company, LLP, proprietorship firm, partnership firm, society or cooperative society. The bidder must have been operating in India for at least three years as on 31 March 2026.

Non-Blacklisting Requirement

The bidder must not be blacklisted, debarred or declared ineligible by any State Government, UT Government, Central Government, Government Boards, PSUs, Government Corporations or Government Societies.

Financial Eligibility

The bidder must have positive net worth during the last three financial years. The bidder must also have a minimum average annual turnover of ₹15 crore during the last three financial years. Financial documents must be supported by audited balance sheets, profit and loss accounts and CA certificates with valid UDIN.

Project Experience

The bidder must have executed PMU / PMC / TSA / manpower / HR-related work with Government or Government-related organisations. The experience requirement can be met through any of the following:

1. One project of minimum 80% value of the RFP; or
2. Two projects, each of minimum 50% value of the RFP; or
3. Three projects, each of minimum 40% value of the RFP.

The minimum project duration should be one year. Work orders issued before 01 April 2021 will not be considered. Both completed and ongoing projects are acceptable, subject to supporting documents.

Manpower Strength

The bidder must have at least 150 qualified personnel on its rolls as on the date of submission of the proposal.

Consortium / JV

Consortium or joint venture of two entities is not allowed.

Technical Evaluation Criteria

Only bidders meeting the eligibility criteria will be considered for technical evaluation. Financial bids will be evaluated only for bidders scoring at least 70 marks in the technical evaluation.

Submission Guidelines

Bidders must submit the proposal online through the Rajasthan e-Procurement / e-Bidding portal. The technical proposal must be uploaded in PDF format and the financial proposal / BOQ must be uploaded in XLSX format.

However, the original DD / Banker’s Cheque for the bid document fee, bid processing fee and bid security must be physically submitted at the RSLDC office in Jaipur before the deadline. Scanned copies of the same must also be uploaded with the technical bid.

Bidders must quote level-wise rates for all manpower levels mentioned in the RFP. Conditional bids will be rejected. Submission of more than one proposal by the same bidder will also lead to disqualification.
