🔹 Scope of Work
To provide Computer Course (Tally) Training for women in Zone 15 under skill development initiatives for self-employment. Key components include:

🔹 Eligibility Criteria for Institutions
  1. Empanelled with TNSDC
  2. Must have experience in short-term skill training (offline mode)
  3. Must not be blacklisted by State/Central Government
  4. Required to deploy qualified Tamil-speaking trainers
  5. Must provide own computers, training tools, accessories
  6. No subcontracting allowed without prior written approval
🔹 Trainee Eligibility
  1. Women aged 18–35
  2. Residing in Zone 15
  3. Mobilized by community organizers under Magalir Thittam/NULM
🔹 Training Features
  1. Duration: 3 months + 1 month buffer
  2. Language: Tamil
  3. Includes: Soft skills + technical skills
  4. Training Manual: To be provided to each trainee
  5. Attendance: 70–80% required
  6. Assessment & certification by the Directorate of Employment
  7. Regular inspections by GCC

A. Organizational Competence – 35 Marks
  1. Years of operation in Tamil Nadu (10 marks)
  2. Non-blacklisting affidavit (5 marks)
  3. Qualified trainers with experience (15 marks)
  4. ISO certification (5 marks)
B. Past Experience – 35 Marks
  1. Skill training projects with TN Government (15 marks)
  2. Experience in Tally/Beautician/Tailoring (15 marks)
C. Training Capabilities – 30 Marks
  1. Minimum turnover of ₹2 Cr from training in any 1 of the last 3 FYs (15 marks)
  2. 3-year audited financials (15 marks)
🔹 Submission Guidelines
  1. Mode: Online only at https://tntenders.gov.in
  2. Must be digitally signed
  3. Quote rate including GST in both words and figures
  4. All supporting documents (turnover certificate, trainer list, ISO cert, etc.) must be uploaded in the prescribed format
🔹 Legal & Contractual Provisions
  1. Detailed model contract included
  2. Arbitration clause for dispute resolution (venue: Chennai)
  3. Force majeure and liability limitations mentioned
  4. Contract is valid for 3 months from date of signing, plus documentation time
