Scope of Work

The selected Training Agency shall be responsible for:

1. Conducting German and Japanese language training in 19 Nursing Colleges across Andhra Pradesh.
2. Deploying one dedicated certified trainer for each college.
3. Deploying:
   1. Two additional German trainers for online A2 training.
   2. Three additional German trainers for offline training as required by APSSDC.
4. Designing curriculum aligned with:
   1. CEFR Framework (German)
   2. JLPT Framework (Japanese)
5. Covering Listening, Speaking, Reading and Writing (LSRW).
6. Providing books, workbooks, digital learning material and audiovisual content.
7. Conducting classroom and digital learning.
8. Ensuring regular monitoring and reporting.
9. Conducting assessments and supporting international certification.
10. Achieving minimum 70% candidate success rate in examinations.
11. Coordinating continuously with APSSDC and participating institutions.

Languages Covered

Training shall be delivered in 19 Nursing Colleges located across Andhra Pradesh.

Trainer Qualification

German Trainer

1. Goethe Institute C1/C2 Certified OR
2. TELC C1/C2 Certified

Japanese Trainer

1. JLPT N2/N1 Certified OR
2. NAT Test
3. J-Test
4. Other internationally recognized certification

Additional Requirements

1. Minimum 2 years teaching experience
2. Strong communication skills
3. Valid certification on bid submission date
4. Minimum six hours classroom training per day.

Pre-Qualification Criteria (Summary)

Eligible applicants should generally be:

1. Legally registered Training Agency/Institution/Company.
2. Experienced in language training or similar educational services.
3. Financially sound.
4. Capable of deploying certified trainers.
5. Not blacklisted by any Government department.
6. Able to deliver training across Andhra Pradesh.

2. Qualified manpower.

4. Financial capability.

APSSDC Invites Training Agencies for German & Japanese Language Training Across Andhra Pradesh Nursing Colleges

The Andhra Pradesh State Skill Development Corporation (APSSDC) has announced a significant opportunity for experienced training agencies through the release of a Request for Proposal (RFP) for conducting German and Japanese Foreign Language Training across selected nursing colleges in Andhra Pradesh.

The initiative forms part of APSSDC's strategy to strengthen international employability among nursing students by equipping them with globally recognized language skills aligned with international certification frameworks.

Under the project, selected agencies will deploy certified trainers in 19 nursing colleges while also supporting additional online and offline language training initiatives identified by APSSDC. The curriculum will be aligned with internationally accepted standards including the Common European Framework of Reference (CEFR) for German and the Japanese Language Proficiency Test (JLPT).

Training agencies will be responsible for curriculum development, deployment of certified trainers, classroom delivery, digital learning resources, student assessments, examination support, quality monitoring, reporting, and coordination with institutions. The selected agencies are also expected to ensure that at least 70 percent of learners successfully qualify in the targeted language certification examinations.

The project provides a valuable opportunity for language training organizations, educational institutions, universities, skill development providers, and foreign language academies to partner with the Government of Andhra Pradesh in preparing skilled professionals for overseas employment opportunities.

Interested organizations should carefully review the technical, financial, and qualification requirements before submitting their proposals through the GeM portal along with the prescribed physical documents within the stipulated timelines.

The tender was issued on 24 July 2026, with the pre-bid meeting scheduled for 30 July 2026, while online bid submission closes on 10 August 2026. Bid opening is scheduled for 11 August 2026.
