Tender Overview

Scope of Work

The selected bidder will be responsible for supplying two Manikins for Tracheal Intubation Training conforming to the specifications prescribed in the GeM bid document. The equipment should meet all technical specifications and quality requirements mentioned by the buyer and be delivered as per the purchase order issued by JIPMER.

Eligibility Criteria

Interested bidders should satisfy the following requirements:

1. Should be an eligible OEM or authorized supplier.
2. Must possess relevant experience in manufacturing/supplying similar products.
3. Must submit OEM Authorization (where applicable).
4. Must meet the prescribed turnover criteria.
5. Required statutory certificates and declarations should be uploaded along with the bid.
6. Bidder should comply with GeM General Terms & Conditions and applicable ATC requirements.

Technical Qualification

The bidder or OEM should have:

1. Experience in manufacturing and supplying similar products.
2. Supplied similar products to Central Government, State Government, PSU or equivalent organizations.
3. Documentary proof such as Purchase Orders, Supply Orders, CRAC/Delivery Acceptance Certificates should be submitted.

Financial Eligibility

Bidder Turnover

1. Minimum Average Annual Turnover (Last 3 Years):
   ₹3 Lakhs

OEM Turnover

1. Minimum Average Annual Turnover:
   ₹26 Lakhs

Turnover should be supported through:

1. Audited Balance Sheets, or
2. Chartered Accountant Certificate.

Experience Requirement

1. Minimum Experience:
   2 Years in manufacturing/supplying similar category products.

Make in India Preference

The tender provides procurement preference to:

1. Class-I Local Suppliers
2. Class-II Local Suppliers

Preference will be provided as per the latest Public Procurement (Preference to Make in India) Order.

Only Class-I/Class-II Local Suppliers are eligible wherever applicable.

MSE Preference

The tender also includes procurement preference for eligible Micro & Small Enterprises (MSEs) as per Government procurement policy.

Earnest Money Deposit (EMD)

1. EMD Amount: ₹19,500
2. Advisory Bank: State Bank of India
3. EMD exemption is available only to eligible categories as per GeM GTC.
4. Eligible MSE manufacturers/service providers may claim exemption with valid documentary proof.
5. Traders are not eligible for EMD exemption under MSE policy.

Performance Security

1. ePBG Required: 3%
2. Validity: 38 Months

Documents uploaded may be visible to other participating bidders as per GeM provisions.
