Scope of Work

Selected Skill Training Organizations will be responsible for:

1. Identification of suitable job roles.
2. Mobilization of eligible beneficiaries.
3. Assessment of training needs.
4. Preparation of Training Delivery Plan (TDP).
5. Creation of batches on the Training Management System (TMS).
6. Conducting training programmes as per NCVET norms.
7. Deployment of certified trainers.
8. Providing required infrastructure and equipment.
9. Facilitating assessments and certification.
10. Maintaining documentation and project records.
11. Monitoring training outcomes.
12. Submission of monthly and final reports.
13. Generation of invoices and utilization certificates.
14. Supporting placement and livelihood opportunities.

Training interventions include:

1. 12 Hours: Basic Upskilling & Certification
2. 30 Hours: Employability-oriented Skill Training
3. 72/90/120 Hours: Specialized Industry-Aligned Skill Development

Eligibility Criteria

Applicants must:

1. Be legally registered as a Society, Trust, Company or other recognized legal entity.
2. Be engaged in skill development, training or placement activities.
3. Have a minimum 5 years of experience in skill development.
4. Have trained at least 8,000 workers during the last three years.
5. Possess adequate training infrastructure.
6. Have certified trainers.
7. Not be blacklisted by any Government or donor agency.
8. Submit all statutory registrations and declarations.

Financial Eligibility

Applicants must have:

1. Minimum annual turnover of ₹25 Crore from skill development, training or placement activities during the last three audited financial years.

Technical Evaluation

Only pre-qualified applicants will be technically evaluated.

Technical evaluation includes:

1. Organizational experience
2. Certified trainers
3. Number of beneficiaries trained
4. Geographic presence
5. Placement performance

Minimum qualifying score:

70 Marks out of 100

Training Cost

The Board will bear the training cost.

Indicative financial assistance:

Payments will be released in milestones based on project progress and outcomes.

Submission Guidelines

Applicants should:

General Terms & Conditions

1. The Authority reserves the right to accept or reject any proposal.
2. Empanelment is initially valid for One Year.
3. Successful organizations will sign an MoU with the Board.
4. Performance monitoring will be conducted periodically.
5. Agencies involved in fraudulent practices will be disqualified.
6. All infrastructure, manpower and training resources shall be arranged by the Training Partner.

Ministry of Labour Launches EOI for EPEP PIA 2026-27; Skill Training Organizations Invited for National Empanelment

The Ministry of Labour & Employment, Government of India, through the Dattopant Thengadi National Board for Workers Education and Development (DTNBWED), has released an Expression of Interest (EOI) inviting eligible Skill Training Organizations for empanelment under the Employability and Proficiency Enhancement Programme (EPEP) 2026-27.

The initiative seeks experienced organizations capable of implementing outcome-based, NCVET-aligned skill development programmes that improve employability, productivity, income generation, and sustainable livelihoods for workers across organized and unorganized sectors.

Empanelled organizations will undertake a comprehensive range of responsibilities, including beneficiary mobilization, training delivery, deployment of certified trainers, assessment facilitation, certification support, project documentation, and reporting. Training interventions will be offered through multiple duration models—12 hours, 30 hours, and specialized 72/90/120-hour programmes—aligned with industry demand.

To ensure quality implementation, the Ministry has prescribed stringent eligibility criteria. Interested organizations must be legally registered entities with a minimum annual turnover of ₹25 crore from skill development, training, or placement activities over the last three audited financial years. Applicants should also have at least five years of relevant experience and a proven record of training a minimum of 8,000 workers during the past three years.

Applications will undergo a mandatory pre-qualification stage followed by a technical evaluation. Only organizations securing a minimum score of 70 marks out of 100 during technical assessment will be considered for empanelment.

The EOI was published on 14 July 2026, while the last date for online submission of proposals is 23 July 2026. A Pre-Onboarding Conference is scheduled for 21 July 2026 at the DTNBWED headquarters in New Delhi to provide clarifications and onboarding guidance.
