Scope of Work
The selected implementing agency will be responsible for providing comprehensive training and technical support under the SVEP/OSF Programme.
Major responsibilities include:
- Conduct training programmes for CRP-EPs and BDSPs.
- Provide field-level technical support across all assigned blocks.
- Prepare enterprise promotion plans.
- Facilitate bank linkage and convergence with government schemes.
- Organize capacity-building programmes.
- Conduct field monitoring and mentoring.
- Submit monthly and quarterly progress reports.
- Document case studies and success stories.
- Update MIS and SVEP portal data.
- Maintain attendance records, photographs, videos and utilization reports.
- Participate in district and state review meetings.
- Perform any additional implementation support assigned by ni-msme.
The assignment covers:
- 16 New SVEP Blocks
- 29 Phased-Out SVEP/OSF Blocks
Total Coverage: 45 Blocks.
Eligibility Criteria
Interested bidders must satisfy the following conditions:
- Must be empanelled with ni-msme.
- Must be a legally registered entity (Company, LLP, Society, Trust, Partnership, Proprietorship etc.).
- Minimum 3 years' experience in Government-sponsored livelihood, NRLM, SVEP, DAY-NRLM, Cluster Development or similar enterprise promotion projects.
- Annual turnover of at least ₹50 lakh in any one of the last three financial years (FY 2022-23, 2023-24 or 2024-25).
- Should not have been blacklisted by any Government department or PSU.
- Must possess valid PAN and GST registration.
Consortium/Joint Venture bidding is permitted.
Financial Eligibility
- Minimum turnover requirement:
- ₹50 lakh in any one of the previous three financial years.
- CA-certified turnover certificate required.
- Audited Balance Sheet and Profit & Loss Statements required.

Evaluation Method
The evaluation will be conducted in two stages:
Stage-I
Technical and eligibility verification.
Stage-II
Financial evaluation.
The bidder quoting the Lowest Evaluated Cost (L1) will be recommended for award after qualifying the technical requirements.
