Scope of Work

The selected implementing agency will be responsible for providing comprehensive training and technical support under the SVEP/OSF Programme.

Major responsibilities include:

1. Conduct training programmes for CRP-EPs and BDSPs.
2. Provide field-level technical support across all assigned blocks.
3. Prepare enterprise promotion plans.
4. Facilitate bank linkage and convergence with government schemes.
5. Organize capacity-building programmes.
6. Conduct field monitoring and mentoring.
7. Submit monthly and quarterly progress reports.
8. Document case studies and success stories.
9. Update MIS and SVEP portal data.
10. Maintain attendance records, photographs, videos and utilization reports.
11. Participate in district and state review meetings.
12. Perform any additional implementation support assigned by ni-msme.

The assignment covers:

1. 16 New SVEP Blocks
2. 29 Phased-Out SVEP/OSF Blocks

Total Coverage: 45 Blocks.

Eligibility Criteria

Interested bidders must satisfy the following conditions:

1. Must be empanelled with ni-msme.
2. Must be a legally registered entity (Company, LLP, Society, Trust, Partnership, Proprietorship etc.).
3. Minimum 3 years' experience in Government-sponsored livelihood, NRLM, SVEP, DAY-NRLM, Cluster Development or similar enterprise promotion projects.
4. Annual turnover of at least ₹50 lakh in any one of the last three financial years (FY 2022-23, 2023-24 or 2024-25).
5. Should not have been blacklisted by any Government department or PSU.
6. Must possess valid PAN and GST registration.

Consortium/Joint Venture bidding is permitted.

Financial Eligibility

• Minimum turnover requirement:
  • ₹50 lakh in any one of the previous three financial years.
• CA-certified turnover certificate required.
• Audited Balance Sheet and Profit & Loss Statements required.

The bid shall be submitted only through the Central Public Procurement Portal (CPPP).

No price information should appear in the Technical Bid.

Only digitally signed online submissions will be accepted.

Evaluation Method

The evaluation will be conducted in two stages:

Stage-I

Technical and eligibility verification.

Stage-II

Financial evaluation.

The bidder quoting the Lowest Evaluated Cost (L1) will be recommended for award after qualifying the technical requirements.
