Scope of Work

Selected institutions will be responsible for:

1. Conducting Skill Development Training Programmes
2. Conducting Entrepreneurship Development Programmes (EDPs)
3. Mobilization and counselling of SC youth
4. Establishment of Skill Development Centres
5. Providing qualified trainers
6. Delivering NSQF-aligned curriculum
7. Assessment and certification
8. Ensuring 100% placement for training programmes
9. Industry linkage development
10. Candidate tracking after placement
11. Handholding support for entrepreneurship projects until venture establishment
12. Maintaining programme records and reporting requirements

The EOI covers over 108 training programmes, including:

Eligibility Criteria

Applicants must satisfy the following requirements:

1. Registered Proprietorship/Partnership Firm/Company/Society/Trust/Association
2. Government Institutions
3. Universities
4. Educational Institutions
5. Public Sector Units
6. Technical & Professional Institutes with recognized certification
7. Operational continuously for at least 5 years
8. Not blacklisted by any Central Government, State Government or donor agency
9. Existing SCDD training partners are eligible
10. Existing agencies with good placement records will receive preference
11. Organizations having SC/ST leadership will receive preference
12. NSDC partner organizations are exempted from turnover and experience requirements.

Technical Qualification Criteria

Applicants should possess:

1. Minimum 5 years experience
2. Successfully completed at least 5 similar projects
3. KASE/NSDC/Equivalent Certification
4. Registered office in Kerala
5. Proven placement track record
6. Ability to ensure 100% placement
7. Industry partnerships
8. Experienced trainers
9. Required infrastructure and equipment
10. Detailed project proposal
11. Financial capability to execute programmes.

Financial Criteria

Applicants should demonstrate either:

• Average annual turnover of ₹50 Lakhs or more from Skill Development & Placement Programmes

OR

• Average annual turnover of ₹2.5 Crore or more from overall organizational activities.

Audited financial statements for the previous 3 financial years are required.
