Scope of Work
The selected agency will be responsible for planning, executing and monitoring MSME-focused capacity-building initiatives across the UT.
Major activities include:
1. Awareness Workshops & Training Programs
The agency shall organize:
- Export readiness and market access workshops
- Green initiatives and sustainability awareness programs
- SME Exchange awareness sessions
- MSME financial assistance awareness workshops
- Vendor Development Programs (VDPs)
- Leadership development programs
- Supervisor and managerial capacity-building training
2. Vendor Development Program (VDP)
The selected agency will:
- Identify PSUs, large industries and OEMs
- Understand procurement requirements
- Facilitate MSME participation
- Support GeM registration and procurement readiness
- Conduct B2B meetings between MSMEs and buyers
- Facilitate exposure visits and market linkage opportunities
3. Women Entrepreneurship Mentorship & Handholding
The agency shall provide:
- Identification of women entrepreneurs
- Mentor-mentee matching
- Business guidance and advisory support
- Progress monitoring
- Monthly mentorship reports
- Outcome assessment
4. Training Content Development
Responsibilities include:
- Development of training modules
- Preparation of presentations and digital learning material
- Sector-specific content development
- Case studies and practical learning resources
- Training evaluation framework
Pre-Qualification / Eligibility Criteria
Eligible bidders must satisfy the following requirements:
Legal Status
The bidder should be:
- Registered company under Companies Act
- LLP registered under LLP Act
- Registered Society
- Registered Trust
Supporting incorporation/registration documents must be submitted.

Financial Eligibility
The bidder must have:
- Average annual turnover of minimum ₹7.52 Crore during FY 2022-23, FY 2023-24 and FY 2024-25.
- Turnover certification from Statutory Auditor/CA with UDIN.
Experience Eligibility
The bidder must have:
- Minimum 3 years experience in similar assignments.
- Experience in MSME training, skill development, entrepreneurship development, vendor development or enterprise mentoring.
Eligible project experience includes assignments for:
- Government Departments
- PSUs
- MSME organisations
- Banking institutions
- World Bank, ADB, UN agencies and similar organisations
