Scope of Work

The selected agency will be responsible for planning, executing and monitoring MSME-focused capacity-building initiatives across the UT.

Major activities include:

1. Awareness Workshops & Training Programs

The agency shall organize:

1. Export readiness and market access workshops
2. Green initiatives and sustainability awareness programs
3. SME Exchange awareness sessions
4. MSME financial assistance awareness workshops
5. Vendor Development Programs (VDPs)
6. Leadership development programs
7. Supervisor and managerial capacity-building training

2. Vendor Development Program (VDP)

The selected agency will:

1. Identify PSUs, large industries and OEMs
2. Understand procurement requirements
3. Facilitate MSME participation
4. Support GeM registration and procurement readiness
5. Conduct B2B meetings between MSMEs and buyers
6. Facilitate exposure visits and market linkage opportunities

3. Women Entrepreneurship Mentorship & Handholding

The agency shall provide:

1. Identification of women entrepreneurs
2. Mentor-mentee matching
3. Business guidance and advisory support
4. Progress monitoring
5. Monthly mentorship reports
6. Outcome assessment

4. Training Content Development

Responsibilities include:

1. Development of training modules
2. Preparation of presentations and digital learning material
3. Sector-specific content development
4. Case studies and practical learning resources
5. Training evaluation framework

Pre-Qualification / Eligibility Criteria

Eligible bidders must satisfy the following requirements:

Legal Status

The bidder should be:

1. Registered company under Companies Act
2. LLP registered under LLP Act
3. Registered Society
4. Registered Trust

Supporting incorporation/registration documents must be submitted.

Statutory Registration

Required documents:

1. PAN Registration
2. GST Registration
3. Other applicable statutory registrations

Financial Eligibility

The bidder must have:

1. Average annual turnover of minimum ₹7.52 Crore during FY 2022-23, FY 2023-24 and FY 2024-25.
2. Turnover certification from Statutory Auditor/CA with UDIN.

Experience Eligibility

The bidder must have:

1. Minimum 3 years experience in similar assignments.
2. Experience in MSME training, skill development, entrepreneurship development, vendor development or enterprise mentoring.

Eligible project experience includes assignments for:

1. Government Departments
2. PSUs
3. MSME organisations
4. Banking institutions
5. World Bank, ADB, UN agencies and similar organisations

Financial Evaluation Criteria

The tender follows Quality Cum Cost Based Selection (QCBS) methodology.

Evaluation weightage:

Only bidders achieving minimum 70 marks out of 100 in technical evaluation will qualify for financial bid opening.
