Scope of Work

The assignment covers preparation of designs, drawings, concepts, 3D renders, walkthroughs, models, estimates, BOQ, tender documents, detailed engineering drawings and statutory approval support for the proposed development and upgradation works.

The detailed scope document also includes site location and photographs showing existing structures requiring repair and upgradation.

Pre-Qualification / Eligibility Criteria

Interested bidders must meet the minimum eligibility criteria prescribed in the tender. The bidder should have experience in providing architectural and consultancy services for successfully completed similar works during the last 7 years.

Similar works mean Residential / Non-Residential Building works of any number of storeys. The bidder should satisfy any one of the following:

Joint ventures, consortiums and foreign bidders are not eligible to quote. Work experience must be supported by client certificates. For private sector experience, completion certificates must be supported with Letter of Award / Contract Agreement and corresponding TDS certificates.

Financial Criteria

The bidder must have an average annual audited financial turnover for the last 3 years of at least 40% of the estimated consultancy fee put to tender. Based on the consultancy fee of ₹1,52,46,700, the minimum required average annual turnover is approximately ₹60,98,680.

The turnover must be certified by a Chartered Accountant with seal, signature and registration number. Bidders must upload summarized audited Balance Sheet and Profit & Loss Account for the immediate last three years.

Tender Fee, EMD and Payment Details

The non-refundable tender / bid document cost is ₹23,600, including GST. The e-tender processing fee is ₹4,130, payable through the e-payment gateway to M/s RailTel Ltd.

The EMD amount is ₹1,52,467, payable through online e-payment gateway or in the form of Bank Guarantee. If EMD is submitted through Bank Guarantee, the scanned copy must be uploaded online and the original must be submitted physically within the prescribed bid submission period.

Submission Guidelines

Bidders must submit their bids online through the NBCC e-tendering portal. Firms not already registered on the portal must complete registration beforehand. A valid Class-III Digital Signature Certificate is required for online bid submission.

Key submission requirements include:

1. Bid must be submitted online by 08/07/2026 up to 11:00 AM.
2. Technical bid will open on 08/07/2026 at 11:30 AM.
3. Required documents must be uploaded in PDF format.
4. The financial quote must be submitted in percentage up to two decimals.
5. Blank rate entries may be treated as zero and can make the bid unresponsive.
6. Queries, if any, must be submitted within 7 days from the tender upload date.
7. Original hard copies of specified documents must be submitted at the NBCC SBG-MBPT office, Navi Mumbai, within the bid submission deadline.

Document Checklist

Bidders should keep the following documents ready for submission:

1. Bank Guarantee from Nationalised / Scheduled Commercial Bank against EMD, if EMD is submitted through BG.
2. Annexure-I: Notarized affidavit on ₹100 non-judicial stamp paper for correctness of documents / information.
3. Annexure-II: Unconditional letter of acceptance of tender conditions on bidder letterhead.
4. Proof of payment through e-payment gateway.
5. Applicable Annexures III to XIII.
6. Corrigendum / Addendum / other documents, if any.
7. Power of Attorney / Board Resolution authorising the signatory.
8. Annexure-XIV: Details of client organization for work experience certificates.
9. Work experience certificates issued by clients.
10. Letter of Award / Contract Agreement and TDS certificates for private sector work experience.
11. CA-certified average annual turnover statement.
12. Audited Balance Sheet and Profit & Loss Account for the last three years.
13. Valid Class-III Digital Signature Certificate for online submission.
14. Signed and sealed tender documents, as applicable.

The NIT specifies that certain documents, including BG against EMD, unconditional acceptance letter and notarized affidavit, must also be submitted in original hard copy within the bid submission period.
