Scope of Work

The tender focuses on implementing a Digital Education, Career Guidance, AI Assistance System and Digital Marketing / AI Training Program for students and youth in mining-affected areas of Dhamtari district. The project is designed to improve access to modern education, career information, competitive exam guidance, digital skills and employment-oriented training.

The selected agency is expected to support students and youth through online and offline training, AI-enabled guidance, career counselling, digital education assistance, job-oriented skill training, digital marketing training, basic AI training, certification support and employment counselling. The program also includes development and operation of a digital portal / AI assistance system.

Target Beneficiaries

The program is intended for students and youth from Dhamtari district, especially from mining-affected direct and indirect areas. Priority beneficiaries include:

Students studying in schools, colleges, ITIs, polytechnics and skill training institutions; graduates, postgraduates and competitive exam aspirants; unemployed youth from mining-affected areas; youth interested in digital skills, AI, digital marketing and employment-linked training; economically weaker, deprived and socially backward students and youth; rural and remote-area youth needing quality guidance and technology access; women candidates, persons with disabilities, SC/ST youth and members of mining-affected families seeking education, skill development and employment opportunities.

Pre-Qualification / Eligibility Criteria

Bidders may be proprietary firms, partnership firms, limited companies, corporations or other legally constituted entities with valid registration as on the last date of bid submission. The bidder must have valid registration under applicable laws, including company registration, partnership deed or firm registration, and the office should be registered for the last three years.

The bidder must submit PAN, GST registration, ITRs for the last three years and a CA-certified annual turnover certificate with UDIN. The bidder should not be blacklisted by any Central Government, State Government or PSU and must submit a notarized affidavit on ₹500 non-judicial stamp paper for the same. Another notarized affidavit is required confirming that all documents and information submitted are correct.

The bidder must have completed or obtained at least one same or similar work contract during the preceding three years from a State Government, Central Government, PSU, local body or undertaking. Experience must be supported through the prescribed experience certificate / Annexure-Q or completion certificate issued by the concerned employer/client.

No joint venture is allowed. The bidder should also submit technical bid details, business experience details, technical compliance documents, 24x7 service support contact details, required declarations and Annexures U, V and Z.

Financial Criteria

The tender requires bidders to submit financial documents, including a CA-certified annual turnover certificate with UDIN for any consecutive three years from the years mentioned in the ATC. The ATC also includes formats for annual turnover statement, financial data, net worth, liquidity, profits, assets, liabilities and gross annual turnover.
