Scope of Work

The selected service provider will be responsible for providing manpower and support services for unskilled works at ETT/IVF Lab, Palampur. The work is required on a daily basis and includes:

1. Handling animals during flushing of embryos under MOET and IVF protocols.
2. Support in collection of oocytes at the OPU collection centre.
3. Assistance in IVF-related work in the core laboratory.
4. Support for surrogacy procedures and embryo transfer in farm animals and at farmers’ doorsteps/field hospitals.
5. Feeding, watering and cleanliness of animals used for ETT/IVF activities.
6. Disinfection and sanitization of OPU room and core lab.
7. Cleaning of laboratory, offices, premises and maintenance of lawns.
8. Cleaning and maintenance of furniture, fixtures and equipment of seminar hall, training centre and laboratory.
9. Night chowkidar duty, wherever applicable as per agreement/schedule.
10. Any other work assigned by the Officer In-charge or higher authorities.

Pre-Qualification Criteria

Bidders must meet the following pre-qualification requirements:

1. The bidder should be a registered firm, proprietorship firm, partnership firm, company, corporation, cooperative society or any other legal entity.
2. The bidder must upload a valid registration certificate.
3. GST registration is mandatory.
4. The service provider/contractor must possess a valid labour licence issued by the competent authority.
5. The bidder should be registered with ESI and EPF departments or provide relevant proof/undertaking.
6. PAN copy and Income Tax Returns for the last three financial years must be uploaded.
7. The bidder must submit a CA-certified turnover certificate based on balance sheets for the immediately preceding three financial years.
8. The bidder must submit a self-declaration confirming that it has not been blacklisted/debarred.
9. Similar work/service experience of not less than 2 years is required.

Eligibility Criteria

Eligible bidders should be genuine and registered service providers/contractors capable of providing manpower for the required services. The tender document also indicates that the deployed workers should preferably have experience in similar work and must not be above 45 years of age. The agency will remain responsible for the conduct, replacement, attendance and statutory compliance of its deployed manpower.

The bidder must also comply with labour laws, minimum wages, EPF, ESI and other statutory requirements applicable in Himachal Pradesh.

Financial Criteria

The tender document specifies a minimum turnover requirement of ₹25,00,000 in the preceding three years. A CA-certified turnover certificate based on balance sheets must be submitted. The tender does not mention a separate net worth requirement.

The quoted rates should be loaded rates, inclusive of all applicable charges, taxes, levies, EPF, GST, service provider commission and other costs. Rates will remain valid for 12 months from finalization and may be extended by mutual consent.

The successful bidder must deposit 5% Performance Security of the total contract value in the form of DD or FDR pledged in favour of the Joint Director, Animal Husbandry, Palampur.

Tender Fee and EMD Details

Payment through cheque is not accepted for EMD. Applications without EMD are liable to be rejected.

Submission Guidelines

Bidders must submit the tender through hptenders.gov.in. The tender process will be conducted online in two parts: Technical Bid and Financial Bid/BOQ.

The Technical Bid must include scanned copies of all required documents in PDF format. The Financial Bid/BOQ must be uploaded in the prescribed Excel format available on the portal. Physical financial bids will not be accepted.

The Tender Fee and EMD must be submitted physically to:

The envelope should be properly sealed and superscribed for the outsourcing work at ETT/IVF Lab Palampur. Late, conditional, incomplete or non-compliant bids are liable to be rejected.

17. Self-declaration confirming bidder is not blacklisted/debarred/convicted.
18. Authorization letter/Power of Attorney, if applicable.
19. Signed and stamped copy of all tender terms and conditions.
20. Any other document requested by the Tender Inviting Authority.
