Important Dates and Deadlines

Scope of Work

The selected agency will support Nagar Parishad Barod in sanitation, IEC, citizen engagement and solid waste management activities. The scope includes:

1. Door-to-door waste collection awareness and promotion of waste segregation at source.
2. Monthly MIS reporting and regular updating of city profile as per Swachh Bharat Mission and Swachh Survekshan requirements.
3. Support for Swachh Survekshan, ODF++, Garbage Free City and Safai Mitra Suraksha Shehar activities, applications, assessments and certification processes.
4. Training and capacity building of ULB staff, sanitary staff and Safai Mitras.
5. Public awareness campaigns through flex banners, rallies, school activities, SHGs, RWAs, senior citizens, social workers and community groups.
6. Citizen mobilization for segregation of wet waste, dry waste and domestic hazardous waste.
7. IEC campaigns, SBM thematic drives, meetings, community events and awareness programmes.
8. Social media handling and daily uploading of activity updates on platforms such as Facebook, Instagram, Twitter/X and Swachh Manch.
9. Monitoring support for primary and secondary waste collection, ward cleaning, drain cleaning, road-side waste removal and public/community toilet cleanliness.
10. Identification of SBM brand ambassadors in consultation with Nagar Parishad Barod.
11. Monthly progress reporting and documentation.
12. GVP site identification, beautification and removal support.
13. Promotion of decentralized waste treatment, composting and 3R concepts.
14. School-level competitions such as essay, painting, slogan writing and Best out of Waste activities.
15. Wall painting, slogan writing and related communication activities.
16. Any other SBM or sanitation-related work as directed by the Chief Municipal Officer.

Pre-Qualification and Eligibility Criteria

Eligible bidders should meet the following requirements:

1. The bidder must be enrolled/registered on the Madhya Pradesh e-tender portal and empanelled on the public empanelment sub-portal.
2. NGOs, companies or proprietor firms should be at least 4 years old as per the Bid Data Sheet.
3. Joint ventures or consortiums are not permitted.
4. The bidder must have valid registration and experience in municipal solid waste management with Urban Local Bodies in Madhya Pradesh.
5. The bidder should have at least 2 citizen engagement projects under SBM with ULBs.
6. The bidder should not be blacklisted or debarred by any State Government, Union Government or agency.
7. EPF and ESIC registration are required, along with the last six months’ EPF challans.
8. The bidder must submit 3 years’ audited financial statements certified by a Chartered Accountant.
9. Registration certificate, PAN card, valid GST registration and MSME registration are required.
10. The organisation must have at least 2 years of experience in documentation work and IEC activities under Swachh Survekshan / SBM Urban.
11. ISO 9001:2015, ISO/TC 279 and ISO 45001:2018 certificates are required.
12. The bidder should have at least 3 SBM IEC work orders of more than ₹5 lakh.
13. The bidder should have at least 3 successful completion certificates for ULB IEC work.
14. The proposed Project Head must have experience in municipal solid waste management with ULBs in Madhya Pradesh.

The selected agency is required to deploy trained and experienced manpower as per project requirements, including:

Submission Guidelines

The tender must be submitted online through https://mptenders.gov.in. Bidders must register/enrol on the e-tender portal and complete the required public empanelment process before participating.

The bid shall be submitted in two envelopes:

Envelope A – Technical Proposal and EMD
This will include EMD details, technical proposal and qualification documents.

Envelope B – Financial Proposal
The financial bid must be submitted online only in the prescribed format.

Technical proposals will be opened first and evaluated by Nagar Parishad Barod. Bids that do not meet the specified technical requirements may be rejected. Financial bids of technically qualified bidders will be considered for final evaluation.

Document Checklist

Bidders should prepare and upload the following documents:

1. EMD / Bid Security payment proof.
2. Tender fee / portal fee payment proof.
3. Organisation registration certificate.
4. Proof that NGO/company/proprietor firm is at least 4 years old.
5. PAN card.
6. GST registration certificate.
7. MSME registration certificate.
8. Valid registration with relevant government department / equivalent category registration.
9. EPF registration certificate.
10. ESIC registration certificate.
11. Last 6 months’ EPF challans.
12. CA-certified audited financial statements for last 3 years.
13. CA-certified turnover statement for FY 2022-23, 2023-24 and 2024-25.
14. Work orders showing minimum 3 SBM IEC works above ₹5 lakh.
15. Completion certificates for minimum 3 ULB IEC works.
16. Proof of minimum 2 citizen engagement projects under SBM with ULBs.
17. ISO 9001:2015 certificate.
18. ISO/TC 279 certificate.
19. ISO 45001:2018 certificate.
20. Project Head experience certificate/documents related to municipal solid waste management with ULBs in Madhya Pradesh.
21. Non-blacklisting certificate on company/firm letterhead.
22. Affidavit on non-judicial stamp paper of ₹200 as per tender format.
23. Authorization letter / statement of legal capacity.
24. Organisational details format.
25. Technical proposal, methodology and action plan.
26. Details of proposed manpower/team.
27. Financial proposal in the prescribed online format.
