Scope of Work
The selected Training Agency will be responsible for delivering structured foreign language training in German and Japanese for nursing students and other identified candidates in Andhra Pradesh. The training is proposed across 19 nursing colleges, with German language training in 15 colleges and Japanese language training in 4 colleges. Each nursing college will have one dedicated trainer.
The scope includes:
- Course Curriculum Development
The agency must design and develop a comprehensive curriculum for:
- German Language: A1, A2, B1 and B2 levels
- Japanese Language: N5, N4, N3 and N2 levels under the JLPT framework
The curriculum should include Listening, Speaking, Reading and Writing skills, cultural orientation, role plays, practical exercises, workplace communication and assessment frameworks.
- Deployment of Certified Trainers
The agency must deploy qualified and certified trainers at each selected nursing college. German trainers should be certified at C1/C2 level by Goethe-Institut or TELC, while Japanese trainers should be certified at JLPT N2/N1 level or equivalent recognized certification.
- Training Delivery
Training will be conducted primarily in offline mode at nursing college premises. Trainers are expected to provide at least six hours of language training per day. The agency must also provide physical and digital learning material, trainee handbooks, trainer guides and access to its Learning Management System.
- Additional German Language Trainers
Apart from trainers for nursing colleges, the selected agency must deploy:
- 2 German language trainers for online A2 level training for ITI students.
- 3 German language trainers for offline German training at locations identified by APSSDC, including Social Welfare Department requirements.
- Assessment and Certification Support
The agency must conduct periodic internal assessments, support students for official language proficiency exams, and assist candidates with interview preparation, overseas employment readiness and cultural orientation.
- Monitoring and Reporting
The agency must submit regular reports on attendance, course progress, assessment results and student development. Daily attendance will be recorded through Aadhaar-enabled biometric attendance and the NAIPUNYAM portal.
Pre-Qualification Criteria
Eligible bidders must meet the following pre-qualification requirements:
- The bidder must be a Company/Firm registered under the Companies Act, LLP Act or Partnership Act.
- The agency should be operational for at least 5 years as on 31 March 2026.
- The bidder must have valid PAN and GST registration.
- The agency must have minimum average annual turnover of ₹6 crore during FY 2023-24, 2024-25 and 2025-26.
- The agency must have experience in delivering German and Japanese language training for at least 250 candidates in each language during the last three financial years.
- At least 50% of trained candidates in each language must have been successfully certified by a foreign authorized certifying agency.
- The agency should have at least 10 trainers each in German and Japanese on its payroll as on the RFP publication date.
- The bidder must not be blacklisted, debarred or declared ineligible by any PSU, regulatory body, Government of India, State Government or government agency.
- The agency should have a head office anywhere in India and an operational sub-branch in Andhra Pradesh.
Financial Criteria
The key financial requirement is a minimum average annual turnover of ₹6 crore for the last three financial years: 2023-24, 2024-25 and 2025-26. The bidder must submit audited financial statements and a CA/Company Secretary certificate separately showing annual turnover and turnover from foreign language training assignments.
No specific net worth requirement has been mentioned in the RFP.
Technical Evaluation Criteria
The technical evaluation carries 100 marks. Bidders must secure at least 70 marks in the technical evaluation to qualify for commercial bid evaluation. The evaluation will consider:
- Years of working experience in India.
- Average annual turnover during the last three financial years.
- Number of candidates trained in German and Japanese.
- Number of candidates certified by foreign authorized certifying agencies.
- Number of German and Japanese trainers on the agency’s payroll.
- Technical presentation covering project understanding, implementation methodology, reporting, customization strategy, value additions and new ideas.
Commercial bids of technically qualified bidders will be opened, and the selection will be based on the L1 bidder, with final price negotiation by APSSDC.
Tender Fee and EMD
The bidder must submit a non-refundable bid/proposal processing fee of ₹20,000 in the form of Demand Draft payable to the Managing Director, Andhra Pradesh State Skill Development Corporation, payable at Vijayawada.
The bidder must also submit a refundable Earnest Money Deposit (EMD) of ₹5,00,000 through online payment on the e-Procurement portal before uploading the proposal. The online transaction receipt must be submitted with the hard copy of the proposal. Bids submitted without the processing fee and/or EMD receipt may be rejected.
A successful bidder will also be required to submit Performance Security equal to 3% of the contract value within 7 days of receipt of LoI/work order.
Submission Guidelines
Bidders must submit their proposals through the Andhra Pradesh e-Procurement portal and also submit physical hard copies at the APSSDC office within the prescribed deadline.
The physical proposal must be submitted in three separate sealed envelopes:
- Envelope 1: Processing Fee & EMD Documents
Covering letter, original DD of ₹20,000 towards processing fee and online EMD payment receipt.
- Envelope 2: Technical Bid Documents
All eligibility, qualification, technical documents and required formats.
- Envelope 3: Commercial Bid Documents
Commercial proposal formats as prescribed in Annexure II.
All three envelopes must be placed in one sealed outer cover superscribed with the RFP title. The technical bid must not contain any commercial information, otherwise the proposal may be disqualified.
