Scope of Work
The selected Training Partners will be responsible for implementing skill development programmes for APBOCWWB registered workers. The programme is focused on improving employability and creating sustainable livelihood opportunities through placement-linked training.
The major scope includes:
- Mobilisation of Candidates
Training Partners must mobilise only APBOCWWB registered workers. Mobilisation will be done at the Training Partner’s own cost and must include counselling, awareness, candidate guidance and registration on the Naipunyam portal linked with Aadhaar.
- Training Centre Readiness
Training Partners must have dedicated training centres, either owned or hired. Centres must comply with infrastructure and equipment norms as prescribed under DDU-GKY 2.0 guidelines. NAC-AP or government-appointed teams may inspect proposed centres before approval.
- Deployment of Trainers
Trainers must have required qualifications, experience, domain knowledge and valid SSC certification. Only proposals with certified trainers may be considered for approval.
- Training Implementation
Training must be conducted as per NSQF/NQR-aligned curriculum and model course content. Attendance must be captured through Aadhaar-enabled biometric systems. Training centres must also maintain CCTV/IP camera monitoring, videography, photography and proper training documentation.
- On-the-Job Training / Apprenticeship
Training Partners must ensure OJT or apprenticeship for candidates wherever prescribed under the relevant qualification pack.
- Assessment and Certification
Candidates must undergo internal assessments during training and final assessment/certification through Sector Skill Councils, NCVET-recognised agencies or other agencies decided by NAC-AP.
- Placement of Candidates
Training Partners must submit Letters of Intent from employers for proposed trades. At least 90% of trained candidates should be placed, with wage employment and self-employment/GIG employment provisions as per the EOI. A minimum 70% wage employment placement is required for successfully certified candidates. Placement must be tracked for at least six months.
- Post-Placement Tracking
Training Partners must maintain records of placed candidates for not less than six months, update candidate status on the prescribed portal and provide employer feedback, salary details and career tracking data.
Pre-Qualification Criteria
Eligible applicants should be existing skilling agencies with proven experience in implementing skill development projects and achieving placement outcomes. The EOI gives preference to agencies that can demonstrate:
- Experience in skill development projects.
- Minimum placement outcome achievement of 50% or more.
- Training of candidates during the last three years.
- Strong post-training placement record.
- Functional training centres and required infrastructure.
- Qualified and certified trainers.
- Employer tie-ups through Letters of Intent.
- Financial capability and operational stability.
Eligibility Criteria
The EOI is open to capable Training Partners / Project Implementing Agencies that can deliver placement-linked training programmes for registered construction workers in Andhra Pradesh.
Key eligibility requirements include:
- Applicant must be an existing skilling agency.
- Applicant should have experience in skill development projects.
- Applicant should have achieved at least 50% placement outcome in past skilling projects.
- Training must be conducted only in approved job roles listed in Annexure-I of the EOI.
- Training centres must comply with applicable infrastructure and equipment norms.
- Trainers must have required qualifications and valid SSC certification.
- No consortium is allowed.
- Subletting or assigning work without written permission from NAC-AP is not permitted.
- Applicants with recovery proceedings, blacklisting, default history or inability to place 50% trained candidates may be treated as non-eligible.
Financial Criteria
The financial evaluation is based on multiple parameters, including turnover, project handling experience, solvency, liabilities, penalties, credit report, audit reports and working capital.
Key financial evaluation points include:
- Average annual turnover of the last three years is considered for scoring.
- Turnover above ₹10 crore receives the highest score under the turnover parameter.
- Project handling experience in skill development projects is evaluated based on project value handled.
- A solvency certificate from a nationalised scheduled bank is required.
- Applicants must not have outstanding liabilities or recovery cases with government agencies.
- Applicants should not have major penalties, blacklisting or default records.
- Company Credit Report / CIBIL report is considered.
- ITR and audited financial reports for the last three years are required.
- Working capital strength is evaluated based on ability to cover project expenses.
Payment for training programmes will be based on the Common Norms notified by the Ministry of Skill Development and Entrepreneurship and applicable revisions. Training cost is mentioned as ₹49/hour for Category I, ₹42/hour for Category II and ₹35.10/hour for Category III. Boarding and lodging for residential training is indicated at ₹250 per day. NAC-AP will deduct 6% administrative cost from each bill.

Submission Guidelines
Applicants must submit proposals online through the AP e-Procurement portal. Proposals submitted through fax, email or offline correspondence will not be considered.
