Scope of Work
The selected training agency will conduct certified outdoor education, wilderness medicine and guide capacity-building programmes across Uttarakhand. Training venues will be decided jointly by UTDB and the selected service provider, and all training programmes must be conducted within the State of Uttarakhand.
The scope broadly includes:
- Designing and delivering eight certified training programmes.
- Ensuring certification quality as per required standards such as IMF, WMEC, UIMLA, NSQF/university or other approved institutional frameworks.
- Providing qualified instructors, training materials, handbooks, equipment and assessment systems.
- Maintaining attendance, trainee records, feedback forms, progress reports and final training reports.
- Facilitating monitoring, evaluation, third-party inspections and quality assurance.
- Coordinating with UTDB and local authorities for venues, field permissions, forest clearances and high-altitude/remote field training requirements.
- Delivering training in Himalayan or comparable high-altitude terrain, where applicable.

Pre-Qualification / Eligibility Criteria
Legal Eligibility
Eligible bidders may include legal entities incorporated or registered in India such as proprietorship firms, partnership firms, LLPs, private limited companies, public limited companies, government-owned entities or registered societies. The entity must be operational for at least 7 years preceding the bid due date. Consortium participation is not allowed.
Bidders must submit valid incorporation/registration documents, PAN, GST certificate where applicable, board resolution where required, and must not be blacklisted or debarred by any Central Government, State Government, Union Territory Administration, Ministry, Department or undertaking.
Technical Capacity Criteria
The bidder must meet strong technical requirements for wilderness medicine, outdoor leadership and high-altitude training. Key conditions include:
