Scope of Work

The selected agency will conduct a comprehensive district-wise Skill Gap Study for Gujarat. The study will cover SEZs, industrial clusters, and districts of Gujarat. The work will include primary research, secondary research, stakeholder consultation, data collection, skill demand assessment, supply-side analysis, and preparation of policy-oriented recommendations.

The broad scope includes:

1. Socio-Economic Profiling
District-wise analysis of population, literacy, urbanisation, labour force participation, worker participation, migration, income levels, education, vocational training infrastructure, and sectoral economic profile.

2. Sector-Wise Manpower Demand Assessment
The study will assess manpower and skilling requirements across key sectors such as Tourism, Aerospace & Defence, Agro & Food Processing, Chemicals & Petrochemicals, ESDM, Healthcare, Engineering, IT-ITeS, MSME, Ports & Maritime, Renewable Energy, Pharmaceuticals, and Textiles.

3. Stakeholder Consultation
The agency will interact with employers, industry associations, labour organisations, recruitment agencies, government departments, TVET institutions, universities, NGOs, youth, parents, self-employed persons, entrepreneurs, and aspiring entrepreneurs.

4. Demand-Supply Gap Analysis
The study will identify current and future manpower gaps, job-role-wise skill requirements, industry demand, redundant skills, emerging skills, employment opportunities in organised and unorganised sectors, and opportunities for national and international employment.

5. Training Infrastructure Mapping
The agency will assess ITIs, training centres, vocational institutions, private and public training providers, current training capacity, trainer availability, course relevance, and the need for top-up, bridge, or RPL courses.

6. Migration and Aspiration Mapping
The assignment includes assessment of migration patterns within Gujarat, outside Gujarat, and overseas. It will also map candidate aspirations related to wages, job location, employment type, post-placement support, and entrepreneurship.

7. Digital Data Collection Platform
All data collection must be carried out using a digital platform with geotagging and date-time stamp features. Filled questionnaires must also be verified telephonically, and GSDM may conduct random checks for authentication.

Key Deliverables

The selected agency is required to submit five major reports:

  1. Inception Report
    Methodology, work plan, research tools, projection approach, sampling design, case study plan, quality assurance framework, and field strategy.
  2. Youth and Industry Survey Report
    Primary survey analysis covering youth aspirations, family expectations, skill-building needs, industry hiring challenges, attrition, availability of skilled manpower, and TVET system gaps.
  3. Cluster-Based Analysis Report
    Cluster-level recommendations, identification of served and unserved clusters, Industry 4.0 impact, disruptive trends, technology upgradation, RPL opportunities, and institution mapping.
  4. Gujarat District-Wise Skill Gap Study Report
    District-wise chapters covering socio-economic profile, key sectors, future workforce demand, skill supply, district-level recommendations, and suggested top-up / bridge / RPL courses.
  5. Best Practices, Proposed Initiatives and Recommendations Report
    Best practices from India and other developing countries, cluster-wise and district-wise actionable recommendations, barriers identified through research, and proposed solutions.

Minimum Sample Size

The RFP provides an indicative minimum sample size. The agency may propose its own approach, but it should cover key stakeholders such as employers, industry associations, labour unions, vocational training institutions, colleges, universities, schools, youth, parents, government departments, district officials, and Sector Skill Councils.

Pre-Qualification and Eligibility Criteria

Eligible bidders should meet the following criteria:

  1. The bidder must be a Firm, Company, or LLP registered with the appropriate authority.
  2. The agency must be in business for at least 10 years as of 31 March 2025.
  3. The agency must have minimum average annual turnover of ₹10 crore for FY 2022-23, FY 2023-24, and FY 2024-25.
  4. The agency must have positive net worth in each of the last three financial years.
  5. The bidder should be an ISO 9001 certified company.
  6. The bidder should have successfully completed a research study project for gap analysis for Central or State Government, either in skill development or any mission mode project.
  7. The agency should not have been blacklisted by any Central Government, State Government Department, or Public Sector Undertaking.
  8. The bidder should have one registered or branch office in Gujarat for coordination and administration.
  9. The bidder must submit Power of Attorney for signing the proposal.

Only bidders scoring more than 70 marks in technical evaluation will be considered technically qualified and eligible for financial evaluation. The tender follows an L1 / least-cost selection process among technically qualified bidders.

Submission Guidelines

The bid must be submitted online through the GeM portal in two-packet format. Bidders must upload all required technical, financial, eligibility, and supporting documents as specified in the RFP and GeM bid document.

Bidders claiming exemption from experience, turnover, or EMD requirements must upload valid supporting documents as per GeM rules. If EMD is submitted through Account Payee Demand Draft, the scanned proof must be uploaded with the bid and the hard copy must be delivered to the buyer within 5 days of bid end date / bid opening date.
