Scope of Work

The selected training institute will be required to conduct Certified Information Security Manager (CISM) training for IT & Cyber Section personnel. The training will cover four major cyber security and information security management domains: Information Security Governance, Information Security Risk Management, Information Security Program, and Incident Management. The scope also includes certification-related training, study material for each participant, and preparation for the certification exam.

The training is to be delivered in offline classroom-based instructor-led mode, during weekdays, at the buyer’s location. The duration will be approximately 15 days, with 5/6 hours of training per day. The bid document mentions the training category as IT and Software, with the sub-category as Certified Information Security Manager (CISM) and certification as OEM Certificate.

Pre-Qualification Criteria

Eligible bidders should be GeM-registered service providers or training institutes capable of delivering CISM-related cyber security training. The bidder must have a minimum average annual turnover of ₹10 lakh during the last three years and at least 2 years of experience in providing same or similar services. Experience must be supported by relevant contracts, work orders, or completion documents.

The training institute must have valid authority for conducting training and certification exams as per industry standards. The trainer should possess valid certification related to CISM as required in the scope document. The buyer may call the trainer for interaction and demo class during technical evaluation.

Eligibility Criteria

Bidders must submit documents related to experience criteria, bidder turnover, and certificates requested in the ATC. If any bidder seeks exemption from turnover or experience criteria, valid supporting documents must be uploaded for buyer evaluation. MSE and Startup relaxation is available for experience and turnover, subject to meeting quality and technical specifications.

For MSE purchase preference, the bidder must be an eligible MSE service provider with valid Udyam registration. Traders are excluded from the benefit under the MSE policy for such service bids. The bid also requires compliance with Make in India and GeM General Terms and Conditions.

Financial Criteria

The bidder must have a minimum average annual turnover of ₹10 lakh for the last three years. Documentary proof may include certified audited balance sheets or a certificate from a Chartered Accountant / Cost Accountant showing turnover details for the relevant period. No separate net worth requirement is mentioned in the uploaded tender document.

The EMD amount is ₹47,500. The ePBG requirement is 5%, with a required duration of 3 months. EMD exemption is available for eligible categories as per GeM rules, but bidders must upload valid supporting documents.

Tender Fee and EMD
