Scope of Work
The selected training agency will be responsible for conducting certified training programmes within Uttarakhand. The broad scope includes:
- Designing and delivering certified outdoor education, wilderness medicine and guide capacity-building programmes.
- Conducting all eight prescribed training programmes as per minimum hours, batch size and certification standards.
- Providing qualified instructors, training materials, handbooks, workbooks and updated wilderness medicine content.
- Arranging required training equipment such as CPR mannequins, AED trainers, trauma kits, ropes, harnesses, helmets, navigation tools and camping gear.
- Ensuring certificates are issued to successful participants with details of certifying body, training hours, score, validity and certification tier.
- Obtaining necessary permissions, forest clearances and coordination support for field programmes, with support from UTDB.
- Maintaining attendance, trainee progress records, feedback forms and final training reports.
- Supporting monitoring, inspections, third-party evaluation and grievance redressal.
- Preparing an Annual Training Calendar jointly with UTDB at least 45 days before the training year begins.
- Delivering training in Himalayan/remote/high-altitude terrain with proper planning for weather, access, communication and safety challenges.

Pre-Qualification and Eligibility Criteria
Eligible bidders may include Indian registered legal entities such as proprietorship firms, partnership firms, LLPs, private limited companies, public limited companies, government-owned entities or registered societies.
The bidder must meet the following basic eligibility conditions:
- Entity must be operational for at least 7 years before the bid due date.
- Bidder must be legally competent to enter into a contract under Indian law.
- No consortium is permitted.
- Bidder must not be blacklisted or debarred by any Ministry, Department, Government undertaking, State Government or Union Territory Administration.
- GST registration certificate and PAN card are required, wherever applicable.
- Company bidders must submit a Board Resolution authorising participation and nominating an authorised signatory.
Technical Qualification Criteria
The bidder must demonstrate strong experience in wilderness medicine, outdoor leadership and high-altitude training. Key requirements include:
- WFA, WAFA and WFR courses must have current Indian Mountaineering Foundation (IMF) approval or recognition.
- Agency must have conducted at least 20 wilderness medicine training batches in the last 7 years.
- Total trainees trained across these batches must be at least 500.
- At least 5 batches must have been conducted for a government body, statutory authority or institutional client.
- Agency must hold valid WMEC partnership, association or membership certificate.
- Agency must have experience in the Himalayas or equivalent terrain above 2,000 metres.
- At least 2 remote field deployments involving medical or leadership training must be demonstrated.
- Minimum 5 qualified instructors must be available on rolls or long-term contract, covering all eight programmes.
- At least 2 instructors must have IMF-recognised instructor authorisation for wilderness medicine with valid CPR/AED instructor certification.
- At least 2 instructors must hold Grade-A in Advanced Mountaineering Course from a recognised institute or equivalent, with minimum 5 field deployments as lead instructor.
- Every proposed instructor must hold a first-aid certificate at WFR level or higher.

Submission Guidelines
The bid must be submitted through the Uttarakhand eProcurement portal. The RFP specifies online submission of technical and financial proposals. However, original physical documents such as DD/FDR/BG, wherever applicable, must be submitted to UTDB before the bid submission time.
Bidders should ensure:
- Registration on the e-tendering portal.
- Valid Class 3 Digital Signature Certificate.
- Upload of technical proposal, financial proposal, tender fee proof and EMD proof.
- Submission of scanned, stamped and signed documents.
- Physical submission of original DD/FDR/BG, wherever applicable.
- No late bids will be accepted.
