Scope of Work

The selected service provider will be responsible for complete execution of the training/event activity at the buyer’s premises. The scope includes arrangements for training work under the Yuva Aapda Mitra / disaster preparedness-related activity in Moradabad. The uploaded scope document mentions training for 750 trainees from NSS/NYKS/BS&G, proposed in multiple batches for a 7-day programme.

The work broadly includes:

  • Complete event and training management support.
  • Boarding and accommodation arrangements.
  • Food, breakfast, tea, drinking water and refreshment arrangements.

Pre-Qualification Criteria

Bidders should be registered and eligible service providers on GeM and must have relevant experience in similar services. The bid requires 3 years’ past experience in the same or similar service category. The bidder must upload documentary proof such as contracts, work orders or completion certificates for similar work.

The tender also gives preference to firms/agencies having experience in government institutions or disaster-management-related training/supply work. Technical bids will be evaluated first, and only technically qualified bidders will proceed to the financial evaluation stage.

Eligibility Criteria

Eligible bidders should fulfil the following conditions:

  1. Must be a legally valid firm/agency/service provider registered on GeM.
  2. Must have relevant experience in training, event management, workshop execution or similar services.
  3. Must submit experience documents, turnover proof and certificates requested in the ATC.
  4. Must comply with GeM General Terms and Conditions and buyer-added ATC.
  5. Must not submit price details in the technical bid.
  6. Must ensure compliance with applicable labour laws and statutory requirements.
  7. Must follow hygiene, cleanliness and safety requirements for food, accommodation and event arrangements.
  8. Must submit valid documents if claiming any EMD exemption under GeM rules.

Financial Criteria

The minimum average annual turnover required is ₹24 lakh for the last three financial years. Turnover must be supported by audited balance sheets or a certificate from a Chartered Accountant/Cost Accountant. The ATC also requires a minimum ₹50 lakh Haisiyat/Solvency Certificate.
