Scope of Work

The EoI is for the selection of Project Implementing Agencies (PIAs) for implementation of projects under DDU-GKY 2.0 in Uttar Pradesh.

The selected PIAs are expected to implement skilling and placement-linked projects as per applicable DDU-GKY 2.0 guidelines, notifications, Standard Operating Procedures, advisories and instructions issued by the Ministry of Rural Development, Government of India, as amended from time to time.

The broad scope may include:

1. Submission of project proposals under DDU-GKY 2.0.
2. Implementation of skill development training projects for eligible rural youth.
3. Mobilisation, counselling and enrolment of candidates as per scheme norms.
4. Delivery of training through approved trades/job roles and compliant training centres.
5. Assessment, certification, placement and post-placement tracking as applicable.
6. Compliance with MoRD, UPSDM and DDU-GKY 2.0 operational guidelines.

Eligibility Criteria

As per the corrigendum, the EoI is applicable only for Category B, Category C and Category D PIAs.

All Project Implementing Agencies must comply with:

1. Applicable DDU-GKY 2.0 guidelines.
2. Notifications issued by MoRD, Government of India.
3. Standard Operating Procedures.
4. Advisories and implementation instructions.
5. Any amendments issued from time to time.

Important Note: All other eligibility conditions mentioned in the original notification dated 10 June 2026 remain unchanged.

Pre-Qualification Criteria

The attached corrigendum does not provide detailed pre-qualification criteria such as organisational experience, turnover, training capacity, past project experience or placement record.

However, since the corrigendum clearly states that all earlier conditions remain unchanged, applicants should refer to the original EoI notification dated 10 June 2026 for detailed pre-qualification requirements.

Financial Criteria

The corrigendum does not mention specific financial eligibility conditions such as turnover, net worth, project cost, tender fee or EMD.

Applicants should verify these details from the original EoI document and the DDU-GKY 2.0 guidelines before submission.

Tender Fee and EMD Details

Since the corrigendum only extends the submission deadline and confirms eligible PIA categories, financial and fee-related conditions should be checked from the original notification and portal.

Submission Guidelines

Project proposals must be submitted online only through the official portal:

https://kaushal.rural.gov.in

The corrigendum clearly states that proposals submitted through the online mode only shall be considered for further process.

Applicants should ensure that:

1. The proposal is submitted before the revised deadline of 31 July 2026.
2. All documents are uploaded on the portal in the required format.
3. The applicant belongs to the eligible PIA category — B, C or D.
4. The proposal complies with DDU-GKY 2.0 guidelines and applicable MoRD instructions.
5. Any additional instructions issued by UPSDM or MoRD are followed carefully.

1. Organisation registration certificate / incorporation document.
2. PAN card of the organisation.
3. GST registration, if applicable.
4. Audited financial statements for required financial years.
5. Turnover certificate, if required.
6. Net worth certificate, if required.
7. Details of past skill development / livelihood / placement-linked projects.
8. Work orders, MoUs or completion certificates of similar projects.
9. Training centre details, if applicable.
10. Infrastructure details and photographs, if required.
11. Key team / manpower details.
12. Placement tie-ups or employer linkage documents, if required.
13. Undertaking for non-blacklisting / non-debarment.
14. Category B, C or D PIA eligibility proof.
15. Any declaration, affidavit or formats prescribed in the original EoI.
