Scope of Work

The selected agency will be responsible for the design, development, implementation, training, maintenance and support of a Labour Law Compliance System for real-time social safeguard monitoring. The system must support monitoring of compliance under applicable labour laws, World Bank ESS2 and ESS4 standards, and Environmental, Social, Health and Safety requirements.

Major activities include:

1. Requirement gathering and system design
2. Development of Labour Law Compliance MIS Tool
3. Testing, UAT, pilot testing and rollout
4. Production deployment and Go-Live
5. Training and handholding of PMU, PIU, FPIU and contractor users
6. Dashboards and automated compliance reports
7. Security audit clearance from CERT-In empanelled agencies
8. Support and maintenance for 3 years after Go-Live

Eligibility / Pre-Qualification Criteria

Bidders must have completed at least one similar software development assignment with a contract value of not less than ₹18 lakh during the last 3 years for any Central Government, State Government, Semi-Government Organisation, PSU or Autonomous Body.

The bidder must also submit:

1. Incorporation certificate / firm registration proof
2. PAN card copy
3. GST registration copy
4. Experience certificate
5. Signed copy of RFQ document
6. Valid ISO 9001:2015 certificate
7. Valid ISO/IEC 27001:2022 certificate
8. Undertaking for non-blacklisting / non-debarment

Financial Criteria

Submission Guidelines

The quotation must be submitted online through www.uktenders.gov.in in two parts:

Technical Quote: eligibility and supporting documents.
Financial Quote: BOQ in Excel format and Letter of Quotation – Financial Part.

Only technically responsive bidders will be considered for financial evaluation. The contract will be awarded to the substantially responsive bidder offering the lowest evaluated quotation price excluding GST.
