Scope of Work

Empanelled organizations will support SIDBI PDI in designing, implementing and monitoring development programmes related to MSME promotion, livelihood enhancement, enterprise development and financial inclusion. The broad scope includes feasibility and need assessments, support to viable micro-enterprises, employment creation through skill development and enterprise incubation, development of community-owned enterprises, value-chain development, entrepreneurship training, financial literacy, digital inclusion, adoption of digital tools such as UPI and mobile ERP, Udyam registration support, market linkages, credit linkage facilitation, convergence with government schemes and impact monitoring. Organizations may also independently propose project concepts for SIDBI’s consideration.

The projects are intended for pan-India implementation with special focus on Aspirational Districts, North-Eastern Region, hilly and remote areas, underserved regions and backward regions.

Pre-Qualification and Eligibility Criteria

Applicants must be registered as an NGO, Society, Trust, Section 8 Company or under applicable statutes in India for a minimum of 3 years as on 1 April 2026. The organization must also be registered on the NGO Darpan portal.

The organization must have minimum annual income/receipt of ₹25 lakh in each of the last three financial years and must maintain proper accounting records and audited financial statements. Applicants must submit audited financial statements, balance sheets and income tax return acknowledgements for FY 2022-23, FY 2023-24 and FY 2024-25.

The office bearers of the organization should not be elected members or affiliated with any political party. The organization should not have been penalized, found guilty by any court of law, blacklisted or debarred by any Central Government Ministry, State Government, PSU, Bank, RBI, IBA or any regulatory authority. It should also not be involved in major litigation that may affect service delivery.

The organization must not be owned or controlled by any director, officer or employee of SIDBI or their relatives. A self-certified undertaking is required for this condition.

Financial Criteria

The key financial eligibility condition is a minimum annual income/receipt of ₹25 lakh in each of the last three financial years. For technical evaluation, average annual income during FY 2022-23, FY 2023-24 and FY 2024-25 carries 10 marks. Organizations with average annual income up to ₹2 crore receive 6 marks, while those above ₹2 crore receive 10 marks. Audited financial statements and CA-certified Format I are required.

No tender fee, EMD or estimated project cost is specified in the EoI. SIDBI clearly states that empanelment is non-financial in nature and does not create any financial obligation or guarantee of assignment, project allocation or funding support.

Technical Evaluation Criteria

Eligible applications will be evaluated on a 100-mark scale. Organizations securing a minimum score of 60% in technical evaluation will qualify for empanelment, subject to SIDBI’s discretion.

SIDBI may also ask shortlisted organizations to make a presentation. The date, time and mode of presentation, if required, will be communicated to shortlisted agencies.

Submission Guidelines

The Expression of Interest must be submitted in written form by email on or before 25 July 2026, 5:00 PM. Applicants must prepare a ZIP file containing all required documents and clearly mark it as “Expression of Interest – Empanelment of NGOs”. If the file size is large, the organization may share an unrestricted OneDrive or Google Drive downloadable link.

All queries must be submitted in writing by email to mayankp@sidbi.in and pdi@sidbi.in by 10 July 2026, 5:00 PM. No queries received after the prescribed deadline will be entertained. SIDBI may publish clarifications on its website and may also conduct a virtual Pre-EoI meeting if required.

Documents once submitted will be treated as final. No modification is allowed after the submission deadline, and incomplete information may lead to non-selection.
