Scope of Work

The selected agency will act as the implementing organization / training institute for providing coaching and vocational training for ADRE, APSC and other government examinations for eligible youth from the Moran community.

The programme will cover 80 candidates at Rupai for 6 months, and after that, the top 5 selected students from the batch will be sent to Guwahati for 10 months of further training. The GeM specification also mentions offline training, weekdays schedule, 2 hours per day, 2 batches, approximately 40 students per batch and around 150 training days.

Major Responsibilities of the Agency

The selected agency will be required to:

  1. Conduct ADRE / APSC / government exam training for the identified candidates.
  2. Provide complete study materials, class schedule and mock tests.
  3. Deploy qualified faculty for the coaching programme.
  4. Maintain attendance records of trainees.
  5. Submit attendance, progress reports and final reports to the Office of the District Commissioner, Tinsukia.
  6. Present the training model, execution plan, approach methodology and expected outcomes before the tender committee.
  7. Start the work within 60 days from issuance of the work order.

Pre-Qualification and Eligibility Criteria

Eligible bidders should be established training institutes or organizations capable of delivering competitive examination coaching in Assam. The key eligibility requirements include:

  1. The bidder must be an organization / training institute with an incorporation certificate.
  2. The organization must be registered and operational in Assam.
  3. Minimum average turnover must be ₹30 lakh over the last three financial years: 2022-23, 2023-24 and 2024-25.
  4. The bidder must have work order experience related to competitive exam coaching from Assam State Government.
  5. Experience of working with colleges and universities for APSC, UPSC, Banking and other government exam coaching is required.
  6. Experience with Assam State Government departments for APSC and other government examination coaching is required.
  7. The bidder must submit a list of faculty with CVs and certificates.
  8. The bidder must submit a self-declaration confirming that it is not blacklisted or declared ineligible by the Government of Assam, Government of India or any other State Government.
  9. Joint ventures, consortiums or multi-entity associations are not allowed.
  10. All bid documents must be self-attested by the bidder.

Financial Criteria

The bidder must meet the minimum average annual turnover requirement of ₹30 lakh for the last three financial years. Documentary proof such as certified audited balance sheets or a Chartered Accountant / Cost Accountant certificate must be uploaded with the bid. MSE turnover relaxation is available partially, with turnover relaxation value shown as ₹10 lakh, subject to eligibility and document verification. Startup relaxation for turnover and experience is not available.

The financial bid must be submitted online in Indian Rupees and should be inclusive of all taxes, duties, levies and other charges. The ATC states that percentage values are not allowed in the financial bid.

Tender Fee, EMD and Exemption

The tender fee is Nil. However, the document checklist includes a court fee stamp of ₹8.25 as part of the technical submission.

The EMD amount is ₹1,20,000. The advisory bank mentioned is State Bank of India, and the beneficiary is DC, Tinsukia, General Administration Department Assam, Office of the Deputy Commissioner Tinsukia. The bid document also states that EMD exemption is available as per GeM GTC for eligible categories, with valid supporting documents. Bid Submission Guidelines

Evaluation Method

The tender follows a Quality and Cost Based Selection model, with 80% weightage for technical quality and 20% weightage for financial proposal. Only bidders securing at least 60 marks in technical evaluation will qualify for financial bid opening.
