Scope of Work

The selected agency will be responsible for conducting a residential training programme for 30 candidates for a period of approximately 30 days in Bharuch district. The training will include preparation for physical tests and written examinations related to defence/security recruitment. The scope document specifies lodging, food, training support and other required facilities for the residential batch.

The agency must arrange or provide:

  1. Residential accommodation for trainees.
  2. Classroom-based instructor-led training.
  3. Physical training facilities including ground and running track.
  4. Written examination guidance.
  5. Mess and food facilities.
  6. Trainers/teachers and coordinator support.
  7. Drinking water, electricity and basic amenities.

Pre-Qualification Criteria

Bidders should meet the following pre-qualification requirements:

  1. The bidder must be a registered GeM seller/service provider for professional training services.
  2. The bidder must have at least 2 years of past experience in same or similar services.
  3. Past experience of similar services is required.
  4. The bidder must submit supporting documents for experience and turnover.
  5. For similar service experience, the bidder must have completed either:
    • Three similar completed services each costing at least 40% of the estimated cost, or
    • Two similar completed services each costing at least 50% of the estimated cost, or
    • One similar completed service costing at least 80% of the estimated cost.
  6. Based on the estimated bid value of ₹3,53,000, the approximate similar work thresholds are:
    • 40%: ₹1,41,200
    • 50%: ₹1,76,500
    • 80%: ₹2,82,400

The GeM bid provides relaxation in experience criteria for eligible MSEs and DPIIT-registered startups, subject to submission of valid supporting documents.

Eligibility Criteria

The bidder should be capable of delivering offline residential training in Bharuch district. The scope document requires the agency to have facilities such as ground, classroom, mess, hostel, teacher/trainer and coordinator support, preferably at one location or nearby locations within Bharuch district.

The Additional Terms also require that the service provider must have an office in the state of the consignee, and documentary evidence must be submitted. The bidder/OEM must also have a dedicated or toll-free telephone number for service support.

The bid is reserved for Micro and Small Enterprises from the State of the Bid Inviting Authority, with valid Udyam Registration, and for service bids the bidder must be the actual service provider. Traders/resellers are not eligible for the MSE reservation benefit in service procurement.

Financial Criteria

The bidder must have a minimum average annual turnover of ₹2 lakh for the last three years. Documentary evidence such as certified audited balance sheets or a Chartered Accountant/Cost Accountant certificate must be uploaded.

The estimated bid value is ₹3,53,000 inclusive of all taxes. The bid requires a financial document indicating price breakup, and evaluation will be done on a total value-wise basis. Payment will be made within 45 days after issuance of the service delivery acceptance certificate and online submission of bills.
