Scope of Work

Selected Project Implementing Agencies (PIAs) will be responsible for:

1. Implementing DDU-GKY 2.0 projects in Sikkim.
2. Conducting NSQF-aligned skill development programmes.
3. Delivering 3-month duration training courses/job roles.
4. Managing the complete training lifecycle in accordance with DDU-GKY 2.0 Guidelines and Standard Operating Procedures (SOP).
5. Completing project implementation within a maximum period of 2 years.
6. Facilitating placement-oriented skill development programmes for rural youth.

Pre-Qualification Criteria

Interested agencies should meet the following requirements:

1. Must be an eligible Project Implementing Agency (PIA).
2. Must possess a valid Permanent Registration Number (PRN).
3. Proposal must comply with DDU-GKY 2.0 Guidelines and SOP.
4. Proposal must be submitted online in the prescribed MoRD format.
5. Incomplete proposals will be rejected.

Eligibility Criteria

Preference will be given to PIAs that:

1. Have a registered office in the State of Sikkim.
2. Have prior working experience in Sikkim.
3. Successfully achieved 100% training targets under DDU-GKY 1.0.
4. Achieved more than 60% placement under DDU-GKY 1.0.

Financial Criteria

The EOI notice does not specify:

2. Net Worth Requirement
3. Solvency Requirement
4. Financial Capacity Criteria

These may be governed under the DDU-GKY 2.0 operational guidelines rather than this EOI notice.

Submission Guidelines

Interested PIAs should:

1. Submit proposals online only.
2. Apply through the official DDU-GKY portal.
3. Follow the proposal format prescribed by the Ministry of Rural Development (MoRD).
4. Deposit the appraisal/application fee before submission.
5. Ensure complete documentation, as incomplete proposals will be rejected.
6. Submit before the deadline.

The State Project Approval Committee (PAC) will evaluate proposals based on:

1. Merit of the proposal.
2. Compliance with DDU-GKY 2.0 Guidelines.
3. Standard Operating Procedures (SOP).
4. Organizational capability.
5. Preference criteria specified in the EOI.
6. Decision of PAC shall be final and binding.
