Scope of Work

The Directorate General of Police, Arvalli District Police Office, Gujarat has invited bids from eligible training agencies for conducting Safety and Emergency Response Training Services in offline mode for candidates preparing for Pre-Police Recruitment.

The selected agency will be responsible for:

1. Conducting offline classroom-based training.
2. Delivering weekday training programmes.
3. Providing approximately 8 hours of training per day.
4. Conducting training at the Buyer's premises.
5. Training 52 candidates in approximately 2 batches.
6. Each training batch will run for approximately 30 days.
7. Providing lodging and boarding facilities wherever specified.
8. Delivering pre-police recruitment-oriented physical and theoretical training as per buyer requirements.
9. Supplying required training resources and complying with all GeM service conditions.

Pre-Qualification / Eligibility Criteria

Interested bidders should satisfy the following requirements:

1. Minimum 3 years' experience in providing similar training services.
2. Experience in executing similar government or institutional assignments.
3. Minimum Average Annual Turnover of ₹5 Lakhs during the last three financial years.
4. Documentary proof of experience and turnover must be uploaded.
5. Startup relaxation on turnover and experience is available as per GeM provisions.
6. MSE relaxation on turnover and experience is not applicable for this bid.

Earnest Money Deposit (EMD)

Although the GeM bid page initially indicates EMD as "Not Required", the Buyer Added Additional Terms & Conditions (ATC) specifically state:

Agency has to submit 3% Earnest Money Deposit (EMD) at the buyer's office as per Procurement Policy 2024.

Bidders are advised to comply with the Buyer ATC while submitting the bid.

Submission Guidelines
