Scope of Work

The successful bidder shall be responsible for:

1. Design and establishment of Science Laboratory.
2. Supply of laboratory hardware and scientific equipment.
3. Installation and commissioning of all equipment.
4. Teacher training on operation and usage.
5. Maintenance of installed hardware (AMC/CMC).
6. Development of training modules by the service provider.
7. Site will be provided by the buyer.
8. Electricity charges will be borne by the buyer.
9. Selected firm shall provide AMC services for at least 3 years on Government rates (Buyer Added ATC).

The technical specification document includes equipment such as:

1. Benchtop Digital Refractometer
2. Double Beam UV-Visible Spectrophotometer
3. Digital Magnetic Stirrers
4. Additional laboratory instruments with installation, warranty, and training requirements.

Pre-Qualification Criteria

The bidder should:

1. Participate through GeM Portal.
2. Submit bid under the Two Packet Bid system.
3. Meet all technical specifications.
4. Provide service support and escalation matrix.
5. Accept Buyer Added Terms & Conditions.
6. Comply with Make in India (MII) requirements.
7. Participate in Reverse Auction, where applicable.

Eligibility Criteria

The tender provides relaxation for eligible bidders:

• MSEs receive relaxation in Experience and Turnover criteria subject to meeting technical specifications.
• DPIIT-recognized Startups receive similar relaxation.
• Supporting documentary proof must be uploaded to claim these exemptions.
• Only technically qualified bidders will proceed for financial evaluation and Reverse Auction.

Financial Criteria

The bid document does not specify:

1. Minimum Average Annual Turnover
2. Net Worth requirement
3. Minimum Experience requirement

Instead, GeM provides relaxation for eligible MSEs and Startups wherever applicable.
