Scope of Work

The selected Program Management Consulting Agency will be responsible for:

1. Program management support for FutureSkills Prime
2. Planning and implementation of new digital skilling programs
3. Project execution and monitoring
4. Stakeholder coordination
5. Resource deployment
6. Project governance
7. Monitoring KPIs and milestones
8. Reporting and documentation
9. Risk identification and mitigation
10. Coordination with Government departments and industry partners
11. Support in digital learning ecosystem development
12. Case study preparation
13. Work plan preparation
14. Resource allocation planning
15. Performance monitoring
16. Overall project management throughout the contract period

Contract Duration:

1. 6 Months
2. Extendable based on mutual agreement.

Eligibility Criteria

Only the following agencies are eligible:

NICSI

1. Tier-I Empanelled Agencies
2. Valid NICSI Empanelment Letter mandatory

OR

NeGD

1. Category-A Empanelled Agencies
2. Valid NeGD Empanelment Letter mandatory

Non-submission of empanelment proof will lead to bid rejection.

Joint Ventures, Consortiums and Sub-contracting are not permitted.

Experience Requirements

Agencies should possess experience in:

1. Skilling Projects
2. Digital Learning
3. EdTech
4. Learning Management Systems (LMS)
5. Workforce Development
6. Online Learning Platforms
7. Government Projects
8. International Development Projects

Project evaluation gives preference to agencies having:

1. Project value exceeding ₹3 Crore
2. Large beneficiary outreach
3. Multiple completed Government projects

Technical Evaluation

Total Marks: 100

Evaluation Parameters include:

Selection Method:

Highest Technical Score (H1)

No financial comparison beyond NICSI approved rates.

Financial Criteria

The RFP does not prescribe minimum turnover or net worth eligibility.

Instead, bidders must submit:

• Chartered Accountant Certificate
• Average Annual Turnover for last five financial years

Financial payments shall be based strictly on:

• NICSI Tier-I Approved Rates

No upward revision of rates will be entertained during the contract period.
