The Naval Physical and Oceanographic Laboratory (NPOL) under the Department of Defence Research & Development (DRDO), Ministry of Defence, has invited online bids through the Government e-Marketplace (GeM) for conducting an Outbound Training Programme for its administrative personnel.

The selected training partner will be responsible for designing, organizing, coordinating, and executing an experiential outbound learning programme aimed at improving teamwork, leadership, communication, accountability, and workplace collaboration among administrative staff. Scope of Work

The selected agency shall undertake end-to-end planning and execution of an Outbound Training Programme for administrative staff of NPOL.

Major responsibilities include:

  1. Designing customized experiential learning modules
  2. Team building and leadership activities
  3. Communication enhancement exercises
  4. Problem-solving simulations
  5. Conducting one night and one day outbound training programme
  6. Managing two batches comprising 28 participants each
  7. Providing qualified trainers and facilitators
  8. Venue identification and booking (Kochi/Alappuzha/Idukki preferred)
  9. Accommodation arrangements (Twin Sharing)
  10. Food & refreshments
  11. Transportation from NPOL to venue and return
  12. Training kits for every participant
  13. Safety management and first-aid support
  14. Program documentation
  15. Feedback collection
  16. Final completion report with recommendations

The programme is intended to improve teamwork, communication, ownership, leadership and workplace coordination through experiential learning activities.

Pre-Qualification Criteria (PQC)

Interested agencies should satisfy the following requirements:

Experience

  1. Minimum 3 years' experience in conducting outbound or experiential training programmes.
  2. Experience in similar assignments for Government Departments, PSUs or reputed organizations.
  3. Conducted at least three similar programmes for Government/PSU/reputed organizations.
  4. Experience certificates/work orders must be submitted.

Technical Capability

The bidder should demonstrate expertise in:

  1. Team Building
  2. Behavioural Training
  3. Soft Skills Training
  4. Certified Trainers/Facilitators

Financial Capacity

The bidder should have:

  1. Average annual turnover meeting the tender requirement.
  2. Audited Balance Sheets.
  3. CA-certified turnover certificates.
  4. Profit & Loss statements.

Statutory Compliance

The bidder should possess:

  1. GST Registration
  2. PAN
  3. Applicable statutory registrations

Other Requirements

  1. Self-declaration regarding non-blacklisting.
  2. Previous work completion certificates.
  3. Client feedback/reference (preferred).

Eligibility Criteria

Eligible bidders should:

  1. Meet GeM eligibility norms.
  2. Possess relevant experience.
  3. Have financial capability.
  4. Submit all required supporting documents.
  5. Attend the mandatory Pre-Bid Meeting.
